The mission of the Organisation for Economic Co-operation and Development (OECD) is to promote policies that will improve the economic and social well-being of people around the world. The OECD provides a forum in which governments can work together to share experiences and seek solutions to common problems. We work with governments to understand what drives economic, social and environmental change. We measure productivity and global flows of trade and investment. We analyse and compare data to predict future trends. We set international standards on a wide range of things, from agriculture and tax to the safety of chemicals.
PISA for Schools: mission and activities
The PISA for Schools project’s mission is to improve student learning and well-being by empowering teachers and school leaders through global connections and international data, based on a common framework provided by the Programme for International Students Assessment (hereinafter also referred to as PISA). Since 2012, the project has developed the PISA-based Test for Schools, overseen its adoption by a growing number of schools around the world and fostered opportunities for international peer-learning among school leaders, teachers and education officials.
The PISA for Schools project carries out two main activities to achieve its mission, the first of which is the subject of the current Call for Proposals:
- PISA-based Test for Schools ( “PBTS”) a student-assessment tool designed for use by schools and networks of schools to support benchmarking and school improvement efforts;
- Peer learning initiatives: The OECD is currently designing a peer learning online platform for fostering an international community of practitioners. The initiative includes the demo Match My School (MMS) platform: a tool for digitally connecting schools that have taken PBTS.
Overview of the Call for Proposals
The OECD is issuing this Call for Proposals with a view to identifying a partner (or partners) to cooperate with the OECD in the digital transition of the PBTS project and act as the International Platform Provider (IPP). It is important to note that the OECD is not procuring a service under this Call for Proposal, but aims to sign a Cooperation Agreement with a partner (or partners) and engage in a collaboration that benefits both parties.
The PBTS Platform will help the PISA for Schools project achieve three main goals for the period 2019-2021:
- increasing the relevance and value of the assessment for school improvement: assessing students’ capacities in the core competencies of mathematics, science and reading and providing an international benchmarking on the PISA scale is only the first step of the PBTS process. Supporting schools in building their capacity to leverage data driven change processes for school improvement constitutes the next step, one that is capable of bringing about real, measurable change at the school level.
- reducing participation costs: the transition to digital delivery is expected to reduce costs as schools will be able to administer the test more independently on the testing day, and as the administrative and analytical procedures may be automated.
- broadening the international coverage of the assessment: providing an international digital platform will make it easier for countries to join the programme, make administering the test more cost effective and improve quality control processes.
This Call for Proposals covers three components:
- Component 1: Digital delivery of the PISA-based Test for Schools. Cooperation in the development of an international digital platform for the delivery of the PISA-based Test for Schools (the “PBTS Platform” or “Platform”) including the preparation of administration in new countries/ and continuous administration of the PBTS in existing countries.
- Component 2: Digital environment for item development. Cooperation in the development of a digital environment that can be used for developing new items (new item development also includes small scale testing of the items by administering them to students).
- Component 3: Capacity-building. Cooperation in the provision of capacity building services for schools that have taken the PBTS and national authorities with regard to IT capacity, data-driven change management/ school improvement and network creation/community building.
Potential partners may submit proposals on any single component, any combination of components or all of the components.
Cooperation proposals shall provide a detailed response that describes how they will contribute to each component described in these Terms of Reference.
