General Procurement Notice for the Semey District Heating Project

The European Bank for Reconstruction and Development (EBRD) was founded in 1991 to create a new post-Cold War era in central and eastern Europe, furthering progress towards ‘market-oriented economies and the promotion of private and entrepreneurial initiative’. The EBRD is owned by 67 countries from five continents, as well as the European Union and the European Investment Bank.

General Procurement Notice

This is an update of the General Procurement Notice ref 7638-GPN-43123 for this project published on 22 January 2017.

State Communal Enterprise TeploKommunEnergo (the “Client”) intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the “Bank”) and Clean Technology Fund (“CTF”) for Semey District Heating project to support priority investments to improve district heating services in the City of Semey.

The proposed project, which has a total estimated cost of USD 17.2 million, will require the procurement of the following goods and works and services:

• Reconstruction of distribution district heating networks;
• Installation of individual heating substations equipped with heat meters and rehabilitation of central heating substations;
• Hydraulic modelling software;
• Project Implementation Support;
• Corporate Development Support.

Tendering for the above goods and works contracts is expected to start in the first quarter of 2019.

The contracts to be financed with the proceeds of a loan from the Bank and the CTF will be subject to the Bank’s Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser’s country.
