Item Description:
The European Bank for Reconstruction and Development (EBRD) was founded in 1991 to create a new post-Cold War era in central and eastern Europe, furthering progress towards ‘market-oriented economies and the promotion of private and entrepreneurial initiative’. The EBRD is owned by 67 countries from five continents, as well as the European Union and the European Investment Bank.
The Government of Ukraine has signed loan financing agreements with the European Bank for Reconstruction and Development (EBRD) and European Investment Bank (EIB) for a project to extend a metro (subway) line in the city of Kharkiv. The proposed project, which has a total estimated cost of approximately EUR 382 million equivalent will be implemented by Communal Enterprise “Kharkivsky Metropoliten” (Kharkiv Metro Company) and will require the procurement of the following goods and works (contracts):
- Extension of the existing metro line by 3.47 km and construction of 2 metro stations
- Construction of new metro wagon depot and connecting rail
- Acquisition of new rolling stock
Note: the selection of the FIDIC Engineer and procurement and implementation support consultant is ongoing.
Tendering for the above contracts is expected to begin in the Q2 of 2019.
Contracts to be financed with the proceeds of loans from the EBRD and EIB will be subject to the EBRD Procurement Policies and Rules and will be open to firms from any country. The proceeds of the EBRD and EIB loans will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser’s country.
