Rental of a machine capable of performing haematology tests, supply of reagents and products necessary for its operation, and ‘omnium’ maintenance of the apparatus

Item Description:

The European Commission, Directorate-General Human Resources and Security, (referred to below as the contracting authority) is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, this invitation letter, the draft contract(s) and tender specifications with their respective annexes.

For the purposes of carrying out certain biomedical analyses, the contracting authority needs specific equipment along with the necessary reagents. This equipment will also need to undergo regular maintenance to ensure that it stays in good working order.

The purpose of this invitation to tender is to conclude a framework contract covering the following supplies and services:

• the hire of one or more automated haematology analysers (hereinafter ‘the equipment’);
• use, delivery, assembly, installation, connection to the laboratory IT system (Windows 7 platform), connection to a water-supply system (if necessary) and verification that everything works properly;
• dismantling and removal of the existing apparatus (CellDyn Sapphire of Abbott s.a.);
• training of two operators;
• all-inclusive maintenance (including spare parts, consumables, labour, any specific products needed for the equipment to function and call-outs) for the entire duration of the contract, access to a hotline on working days, and repairs within six working hours of a call-out;
• the dismantling and removal of the equipment at the end of the contract;
• three-level quality control (low, normal, high) for blood counts and haematography; and
• the supply, on request and as required, of the reagents and specific products needed for the equipment to function and for carrying out the tests.
