Item Description:
The United Nations Office at Nairobi (UNON) hereby requests interested firms to submit their Expression of Interest (EOI) to particioate in the upcoming competitive bidding exercise for the Provision of Design, Development and Implementation of Environmental Information System for a Project in Haiti.
Background:
The project “Developing Core Capacity for the Implementation of Multilateral Environmental Agreements (MEAs) in Haiti” is funded by the Global Environment Facility (GEF) under the CCCD (Creating Cross Capacity for Development) area and jointly executed by the Ministry of the Environment (MoE) of Haiti and the Country Office of the United Nations Environment Programme (UN Environment). This project is in line with Haiti’s commitments to global environmental management and action plans in response to Multilateral Agreements, in particular the Rio Conventions (Climate Change, Biodiversity, Desertification) to which the country is a signatory party.
Through the Environmental Information System (EIS), alphanumeric and geospatial environment information will be collected, validated processed and stored and eventually made available through an online platform to different users. The EIS will be instrumental to analyze and disseminate data and products, enabling better management of the environment and enhanced inter-sectoral coordination.
UNON is seeking a company or consortium to work on designing, developing and implementing an Environmental Information System for Haiti. The services require a vendor and/or its key personnel to have work experience in Haiti similar to the current requirement. A vendor may form a joint venture or sub-contract to meet experience specific to Haiti. The full detail of the experience requirement will be included in the tender document.
Besides the establishment of an operational EIS for Haiti, the company or consortium will be tasked with the revision of a set of indicators that were developed by a consultant and approved in November 2018 by the Implementation Commission, as well as related data and metadata, including methodological sheets and identified data sources.
The expected deliverables are:
- Present an architecture plan for the EIS which explains how it functions, and a detailed plan to ensure delivery of the EIS in several steps;
- Present an evaluation report on the indicators proposed by the Implementation Commission, which will indicate which indicators could be included in the 1st version of the EIS;
- Develop a list of data sets to be included in the 1st version of the EIS;
- Develop a model of what the EIS will eventually look like online;
- Deliver two successive on-line versions of the EIS.
UNON intends to award a contract for a duration of 1 year.
Interested vendors may forward their Expressions of Interest (EOI) along with the signed vendor forms to unon-procurement-rfx@un.org. All EOI submissions should be sent via email, citing the EOI reference number and title in the subject line.
UNON reserves the right to change or cancel the requirement of this EOI at any time during the EOI and/or solicitation process. Thus, submitting a reply to this REOI does not automatically guarantee your company will be considered for receipt of the solicitation when issued. Only Vendors which in UN’s sole discretion are deemed eligible and qualified upon completion of an objective evaluation of their EOI submissions may receive the final tender solicitation documents.
Please note that this REOI is not an invitation for submission of tenders. Its purpose is to identify companies that would be interested and eligible to participate in the solicitation when issued. Companies interested in providing the above services should submit a completed Vendor response Form including their pre-qualification documentation. UNON will examine the outcome of this request for EOI and will consider those companies that have expressed their interest providing the required information as to their ability to fulfil the requirement.
