Provision of a Software as a Service for Digital Subscription Management Solution (DSMS) and Associated Services

The General Secretariat of the Council of the European Union (GSC) is seeking to renew its Framework Contrcat for provision of software as a service for a Digital Subscription Management System (DSMS). The current DSMS system allows stakeholders and citizens subscribe to different distribution lists, and receive e-mail notifications, when new content is being published on the public website of the European Council and the GSC. Subscribers can also personalise their subscription preferences based on a number of criteria.

Purpose for the Call for Tenders

The purpose of this call for tender is the establishment of a Framework Contract with one supplier to configure and deliver a new Software-as-a-Service (SaaS) based DSMS, in order to maintain and expand the communication efforts tailored towards our stakeholders. The Framework Contract (contract) resulting from the present procedure will cover the performance of a number of assignments in order to develop and implement the new DSMS for the Council.

Participation in this tender procedure is open on equal terms to all natural and legal persons coming within the scope of the Treaties and to all natural and legal persons in a third country that has a special agreement with the European Union in the field of public procurement, under the conditions laid down in that agreement. Where the Multilateral Agreement on Government Procurement concluded within the World Trade Organization applies, participation in this call for tenders is also open to nationals of the countries that have ratified that Agreement, under the conditions it lays down.
