Procurement of Operating and Maintenance Equipment

Item Description:

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Project Procurement Notices on 11 August 2017 and updated on 29 August 2018.

GU Water and Wastewater of Nurek City hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Nurek Water and Wastewater Project.

The Purchaser now invites sealed tenders from Suppliers for the following contract to be funded from part of the proceeds of the loan: Supply and installation of water meters for households.

The contract will include supply of 4,500 metering units, including mechanical filter, pressure reducer, flowmeter and non-return valve, and its installation in the apartments in multistory buildings in Nurek. The contract should be completed within 8 months.

Tendering for contracts that are to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

• The Tenderer must demonstrate access to, or availability of, financial resources such as free funds on current account, lines of credit dedicated to this project execution, or other similarly highly liquid financial means, in the amount not less than 90% of the tender price. The Tenderer must demonstrate that the funds required for this project are free of its other commitments or sufficient to cover the overall cash flow requirements for this Contract and its current commitments.
• The Tenderer must demonstrate that the offered type of Goods have been in the successful production and operation under similar conditions for at least last 3 (three) years, i.e. 2016-2018.
• The Tenderer must demonstrate that they have experience as Supplier of the suggested by them or similar Goods over the last 3 years, i.e. 2016-2018, under at least 2 (two) contracts that have been successfully and substantially completed. The similarity shall be based on the functions of machinery, complexity, methods/technology or other characteristics as described in the tender documents.

Tender documents may be obtained upon request directed to the Purchaser at the address given below upon payment of a non-refundable fee of USD 100 (one hundred US Dollars) or its equivalent in a convertible currency.

Upon receiving appropriate evidence of payment of the non-refundable fee, the documents will be promptly dispatched by courier, however, no liability can be accepted for loss or late delivery. Alternatively the documents can also be dispatched electronically after the presentation by the prospective tenderer of appropriate evidence of payment of the non-refundable fee.

All tenders must be accompanied by a tender security in the amount of USD 5,000 or its equivalent in Tajikistani somoni or a convertible currency.

Tenders must be delivered to the office at the address below on or before 18 September 2019  at 14:00 local time, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
