Purchase of Intercom Equipment and Provision of Associated Services

Item Description:

The General Secretariat of the Council of the European Union (GSC) is launching a call for tenders for the purchase of intercom equipment, its installation in the GSC buildings as well as the provision of associated maintenance, support, consultancy services and training.

The purpose is to conclude a framework contract to replace the current contract, which expires in April 2020.

The new procedure foresees to take over the maintenance and support of the existing intercom infrastructure in order to ensure service continuity.

The objective of the framework contract is threefold and can be summarized as follows:

• purchase of new intercom equipment (including installation) in order to extend and continue to modernise the current installation,
• maintenance and support of existing and newly purchased intercom systems,
• consultancy services, including training and technical documentation services.

The current intercom system in the GSC buildings in Brussels, essentially made up of Stentofon products, needs to be extended and modernised. To this end, the scope of the framework contract can be broken down as follows:

a) Purchase and installation of extra new IP intercoms.

b) Purchase and replacement of existing analogue intercom devices by IP intercom versions.

c) Purchase and replacement of intercoms in the lifts to standardise them across the JL, LEX and EB buildings (as part of the harmonisation of procedures and Safeline equipment with JL and EB).

d) Purchase and installation of intercoms for disabled persons, principally in the toilet areas.

e) Integration of all the central servers to achieve the unification that is required for the single CDS (Centre de Securité) project.

f) Provision of the gateways for a growing interaction between the different security systems.

g) Purchase of servers to provide redundancy.

The implementation of the project will include, as a minimum, the purchase and installation of 2 additional central intercom servers to provide redundancy and the required gateway connectivity to complete the integration.

For the modernisation and extension of the current installation, it is foreseen to purchase approximatively 265 IP based parlophones, intercoms and videophones of varying types that are suitable for indoor deployment (buildings lifts) and outdoor deployment. The supply of spare parts is also envisaged to support the infrastructure.
