The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.
The Western Pacific Regional Office (WPRO) is one of the six regions of the World Health Organization. Headquartered in Manila, Philippines, we work with health authorities and other partners in 37 countries and areas with more than one quarter of the world’s population.
BACKGROUND
Universal health coverage (UHC) is a vision of all people obtaining quality health services without suffering financial hardship. Achieving UHC is the central focus of WHO’s 13th General Programme of Work and a specific target of the Sustainable Development Goals (SDG3.8). Without UHC, countries will not be able to sustain progress and reach other health-related and broader development targets. In 2015, the 66th session of the Regional Committee for the Western Pacific endorsed the regional action framework Universal Health Coverage: Moving Towards Better Health (WPR/RC66.R2). In line with the request for the Regional Committee and in support of countries efforts to accelerate progress towards achieving UHC, a Universal Health Coverage – Technical Advisory Group (UHC-TAG) was established in April 2016. Three annual meetings have been convened in 2016, 2017 and 2018. Thematic discussions in TAG are building on each other from year to year. Previous themes have covered a) service delivery, health financing and governance, b) quality and safety and technology, c) equity within the UHC dimensions of service delivery, financing and governance.
WPRO will play a vital role in supporting its Member States in generating shared knowledge and experiences for UHC, using its convening power in drawing multi-country partnership, and establishing a evidence based platforms derived from the global research. Provide assistance to policy-makers and other stakeholders to enable policy roadmaps and performance improvement of the countries health systems through interaction with other players beyond the health sector.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
The Data, Strategy and Innovation Group is looking for a consultant that will provide technical support as part of the preparatory process in delivering country specific Universal health coverage (UHC) scenario, tools and model as part of Western Pacific Region’s efforts in achieving Universal health coverage for its Member States.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
The work will be performed at the Regional Office under the direct supervision of the Coordinator, Universal Health Coverage.
Output 1. Support on the developing and consultation of the UHC operational framework
Deliverable 1.1 : set up the experts group and the working mechanism;
Deliverable 1.2: support on developing the operational framework; and
Deliverable 1.3: support on organizing the consultation with the Member States and within WHO.
Output 2: Technical support to UHC Team
Deliverable 2.1: Assess joint review mission reports to WPR countries and provide recommendation on how to use it as a tool for a country-specific approach; and
Deliverable 2.2: Facilitate the join technical support mission based on countries’ requests.
Output 3: Set-up the Universal health coverage expert pool
Deliverable 1: Develop a comprehensive list of health experts and practitioners around the region who have genuine expertise and knowledge in their fields.
Output 4: To provide assistance and perform other task as required.
QUALIFICATIONS & EXPERIENCE
– Qualifications required:
Essential: University degree in social science, public health or related field from a recognized institution.
Desirable: Relevant Master’s Degree in Health Management, Public Health, Health Statistics or related field from a recognized university.
– Experience required:
Essential:
- At least 5 years of experience or exposure in project management, research, policy development or advocacy/communications in public health and health systems at both national and international level.
- Proven track record in developing health related framework;
- Experience in developing countries is desirable.
– Skills / Technical skills and knowledge:
- Exceptionally strong Writing Skills with publications
- Ability to conduct research and analyse results
– Language requirements:
- Advance level of English
- Desirably can speak UN official language aside from English

ADDITIONAL INFORMATION:
The Consultant is expected to perform his/her work at the Regional Office of WHO in the Western Pacific, Manila, Philippines. The selected Consultant will be expected to provide a medical certificate of fitness for work.
And the consultant is expected to travel for the purposes of their entry on duty. All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. Travel plans will be finalized asap.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
