    Item Description:

    The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

    The East African Community (EAC) has received financing from the African Development Bank through the NEPAD – Infrastructure Project Preparation Facility (NEPAD-IPPF) toward the cost of consulting services for the detailed Architectural and Engineering Design of Manyovu / Mugina One Stop Border Post (OSBP) at the Tanzania/Burundi Border Crossing and Preparation of Tender Documents, and intends to apply part of the agreed amount for this Grant to payments under the contract for this EoI is issued.

    The services included under this project are;

    1. Literature review of existing study reports and all other relevant documentation;
    2. Carry out concept design of the OSBP and all related facilities with regard to spatial and functional requirements of the intended facilities of the juxtaposed buildings including external surroundings;
    3. Carry out assessment of traffic forecast and economic analysis as stipulated in the Terms of Reference;
    4. Carry out Detailed Architectural design of all facilities as per the approved standards applicable to respective countries and as per the RFP;
    5. Carry out Detailed Engineering Design of all facilities as per the approved standards applicable to respective countries and as per the RFP;
    6. Carry our detailed environmental and social impact studies as per guidelines set by the respective countries and as agreed with the EAC;
    7. Prepare and submit documentations to the above assignment as described in the Terms of Reference (ToR);
    8. The above assignments will involve validation at some stages to get approval from relevant institutions.

    Organization:

    The Client is the East African Community (EAC) with beneficiaries (respective partner states) as Republic of Burundi and the United Republic of Tanzania, both represented by their respective Road Agencies, ARB and TANROADS during design and construction phases. The financier is the African Development Bank (AfDB) through NEPAD – IPPF (the facility), where the EAC will be reporting based on the Agreement entered between the two institutions;

    The consultant will enter into contract with the East African Community (EAC) and the assignment will be under the Directorate of Infrastructure of the East Africa Community Secretariat in Arusha, Tanzania. The EAC will also be supported by other recipient agencies in the Partner States (Burundi and Tanzania) including revenue, immigration and security agencies.

    The Client also reserves the right, at its own expense, to assign professional and support counterpart to the Consultant’s team for effective execution of the assignment.

    Implementation period

    The assignment is expected to take not more than five calendar months from contract signing, until the delivery of the final design and tender documents. The engagement shall be deemed to have started on signing and execution of the contract for the Services and shall terminate when the final reports are submitted and validated.

    The East African Community now invites eligible consultants (with experience in designing the OSBPs) to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

    Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with Quality and Cost-Based Selection (QCBS) using the African Development Bank’s Procurement Policy Framework, dated October 2015, which is available on the Bank’s website at http://www.afdb.org. Borrowers are under no obligation to shortlist any consultant who expresses interest.
