Supply of Office Equipment and Software

Item Description:

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on May 02, 2017 and recently updated on 4 September 2018.

Khorog Water Company hereinafter referred to as “the Employer” intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Tajik Water II – Khorog GBAO. The Employer now invites sealed tenders from contractors for the following Contract to be funded from part of the proceeds of the loan.

The Purchaser now invites sealed tenders from Suppliers for the  following Contract[s] to be funded from part of the proceeds of the loan: Supply of office equipment and software

• Lot 1. Office equipment
• Lot 2. 1 C software
• Lot 3. ArcGIS software

Tenders are invited for one or more lots. Each lot must be priced separately.  Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.

To be qualified for the award of a Contract, Tenderers must substantially satisfy the following minimum criteria:

1. Experience

Experience as Supplier, in at least 2 ( two ) contracts within the  period from 2017 up to the deadline for submission of tenders, each with a value of at least

• Lot 1: USD 32 000
• Lot 2: USD 16 000
• Lot 3: USD 16 000

that have been successfully and substantially completed and that are similar to the proposed Goods. The similarity shall be based on the nature and complexity of the Goods compared with the Goods described in Section V: Supply Requirements;

2. Financial resources

The Tenderer must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet:

i) the following cash-flow requirement:

• Lot 1- 25,000 USD
• Lot 2- 10,000 USD
• Lot 3- 10.000 USD

or equivalent, taking into account the Tenderer’s commitments for other contracts and

(ii) the overall cash flow requirements for this Contract and its current commitments.

In case a Tenderer submits its Tender for several lots the availability of financial resources is summarized

3. Historical Contract Non-Performance

The Tenderer, or any partner in a JVCA, shall not have a consistent history of litigation and/or arbitration resulting in awards against the Tenderer, or any partner in a JVCA, within the  period from 2017 up to the deadline for submission of tenders,.

This determination shall be based solely on fully settled disputes or litigation.  A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective Contract, and where all appeal instances available to the Tenderer have been exhausted.

All pending litigation shall in total not represent more than twenty percent (20%) of the Tenderer’s  net worth and shall be treated as resolved against the Tenderer

The tender documents are available electronically on a free of charge basis.

Tenders must be delivered to the office at the address below on or before 15:00 (local time) 18 November 2019, at which time they will be opened in the presence of those Tenderers’ representatives who choose to attend.
