    Item Description:

    The Asian Development Bank (ADB) was conceived in the early 1960s as a financial institution that would be Asian in character and foster economic growth and cooperation in one of the poorest regions in the world.

    ADB assists its members, and partners, by providing loans, technical assistance, grants, and equity investments to promote social and economic development.

    Sri Lanka has applied for financing from the Asian Development Bank (ADB) towards the cost of Power System Reliability Strengthening Project. Part of this financing will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

    The Ceylon Electricity Board (CEB), (“the Employer”), now invites sealed bids from eligible bidders for the Supply, Delivery, Installation, Customization, Data-migration, Integration, Implementation and Maintenance of Integrated Resource Planning (ERP) System – Package 6.

    Completion Period is: 1095 Days for Phase I and Phase II

    The bid is floated as a single package and will be implemented in 2 phases (Phase I and Phase II)
    The details of the Phase I and Phase II are as follows:

    Phase I

    Phase I includes Supply, Delivery, Installation, Customization, Data-migration, Integration, Implementation and Maintenance of the following modules;

    1. Finance;
    2. Procurement and Inventory;
    3. Project Management;
    4. Workflow and Document Management;
    5. Customer Information System (Include Billing and Collection, Meter Data Management, Customer Relationship Management (CRM) and Energy Management) *;
    6. Business Intelligence and Reporting; and
    7. Human Resource Management.

    * Customer Information System (CIS) is one of the core systems which handle most of the revenue management functions and customer engagements. CIS includes Purchaser’s Billing and Collection systems, Customer Relationship Management, Meter Data Management and Energy Management.

    Phase II

    Phase II includes Supply, Delivery, Installation, Customization, Data-migration, Integration, Implementation and Maintenance of the following modules.

    1. Fleet Management;
    2. Asset Management;
    3. Maintenance Management; and
    4. Fuel Management.

    Purchaser shall procure modules for both Phases through a single Supplier. Therefore, Bidders who wish to bid for this Open Competitive Bid shall bid for Phase I and Phase II together. Bidders who bid only for Phase I or Phase II will be considered nonresponsive and the relevant bid shall be rejected.

    Open Competitive Bidding (OCB) will be conducted in accordance with ADB’s Single Stage: Two Envelope bidding procedure and is open to all Bidders from eligible source countries as described in the Bidding Document.
