    The International Trade Centre (ITC) is a joint agency of the United Nations and World Trade Organization based in Geneva. ITC’s mission is to enable small business export success in developing and transition- economy countries, by providing, with partners, sustainable and inclusive development solutions to the private sector, trade support institutions and policymakers. Along with the United Nations family and partner organizations, ITC projects and programmes are part of the global efforts to achieve UN Global Goals for Sustainable Development and the Aid for Trade agenda. ITC remains the only international organization focused solely on trade development for developing and transition economies.

    ITC’s Ethical Fashion Initiative (EFI) is a global poverty reduction program leveraging the value chain of the international lifestyle market to provide employment and income opportunities to micro-producers from marginalized communities through private sector development. EFI creates meaningful work, with fair and decent working conditions, employing traditional skills. It develops value chains and create market linkages for sustainable development and to create long-term impact in the communities in which we operate.

    The project impact is to generate greater economic and employment opportunities for IDPs, returnees and potential migrants, particularly rural producers including weaving artisans, silk cocoon producers, farmers and herders through partnership with Social Enterprises.

    The program is managed according to a business model, which enables micro-producers from the informal sector to work in the international market of sustainable lifestyle. The model empowers micro-producers to work in structured supply chains, coordinated by a social enterprise that runs a production and commercialization hub. EFI follows international labour standards and responsible impact assessment criteria in all engagements. It measures results in a transparent way, applying EFI developed impact assessment system as well as tools to evaluate performance and compliance with international labour standards, ethical business and sustainability principles.

    ITC EFI needs to hire a vendor to develop a web-based platform for traceability and transparency and to provide direct support and technical assistance in terms of mapping and visualising its supply chain. This procurement contract is to cover a pilot phase of the platform delivered in six (6) months from January 2019 to end of June 2020. The features of the platform will increase with increased number of beneficiaries and social enterprises admitted to use it. Thus, this contract is open to extension and future modifications to suit the evolving needs of the project.

    Purpose and objective of the tender

    The objective is to develop a web-based platform for supply chain management and consumer engagement: a system that will comprise of a landing page and capabilities meant to centralize EFI multiple interactions with both producers, social enterprises and clients. The platform should be capable of linking with other EFI communication channels such as Website and Instagram. It is to enable EFI to connect with all actors in its value chain and to enhance consumer experience. The platform should enable efficient communication with consumers through short videos, key performance indicator, testimonials, and the product story and to track and trace the supply chain as well as consumer behaviour.

    Due to the nature of the services to be delivered, the vendor should be able to provide a demo of the platform put together as proof of concept to display the possible applications, feasibility, and performance.
