Item Description:
The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.
The WHO Secretariat consists of some 7,900 staff at the Organization’s headquarters in Geneva, in the six regional offices and in countries. The Secretariat is headed by the Director-General, who is appointed by the WHA on the nomination of the Executive Board. The head of each regional office is a Regional Director. Regional directors are appointed by the Executive Board in agreement with the relevant regional committee.
Objective of the RFP
The purpose of this Request for Proposals is to identify a suitable individual to provide Technical Assistance and Laboratory Services Group in the RHT/RSS Unit of the World Health Organization.
The consultant will work in the Technical Assistance and Laboratory Services Group (TAL) in the Regulatory Systems Strengthening (RSS) team focusing on the following:
1. SharePoint – WHO-NCL Network for Biologicals
- frequently liaising, assisting and following up with new and existing Network members as users of the WHO-National Control Laboratory Network for Biologicals’ SharePoint and with IT administrator as necessary.
- continuously develop the Network’s SharePoint sites.
2. WHO-NCL Network for Biologicals
- prepare for and participate in consultancy meetings with interested country NRAs to become Network members.
- prepare and contribute to annual network meetings
3. Vaccine quality compliance
- draft and prepare correspondences for manufacturers regarding sharing of vaccine quality information and to follow-up with responses.
- assist and support the initial and targeted testing programme, including
✓ Planning of targeted testing and testing of vaccines submitted for prequalification assessment in 2020/2021 (WHO TRS no 978)
✓ Draft > 13 contracts with laboratories to perform physical testing and reporting of lot release data
✓ WHO requests to manufacturers to report vaccines supplied in 2019
✓ Requests, collection and analysis of data from Official Control Authority Batch Release (OCABR)
✓ Vaccine sample shipment and testing requests - Maintenance & sustainability of WHO contracted laboratories: to prepare for and participate in laboratory audits.
- Trainings, technical assistance and advice: to prepare and assist in performance of trainings.
