Purchase of Mobile Clinics

Item Description:

The World Health Organization, Regional Office for the Eastern Mediterranean (WHO/EMRO) seeks offers for the attached list under (Annex 1) to establish a Long Term Agreement (LTA) for purchase of the following items for the benefit of the Eastern Mediterranean Counties:

• Mobile Clinics with base cars of any of the below brands: Hino Motors, Mitsubishi, Toyota, and Mercedes

Please send each brand in a different excel sheets to avoid confusion, if you wish to submit more than one offer.

This will be processed through a Long Term Agreement (LTA) covering the period of 12 months in which the prices are fixed and the delivery lead-time between the request and delivery is to be indicated, within the requested duration in the attached (Annex 2) taking into consideration the emergency situation of the beneficiary countries.

WHO is not obliged to extend the LTA, or to reach their maximum duration if the performance of the vendor is not satisfactory. LTA might be extended based on the satisfactory vendor performance and mutual agreement.

CLOSING DATE: 7 January 2020, at 23:30 (CAIRO LOCAL TIME)

ITEMS NEEDED:

• As per the attached (ANNEX 2).
• Annex 2 states the quantity purchased last year for Mobile Clinics (50) to give an idea on the possible quantity; taking into consideration that WHO is not obliged to order part or full quantity mentioned. The indicated quantities will vary according to the actual needs during the LTA period.

INCOTERMS:

• FCA nearest port (to be specified)

OFFERS:

• Must comply with the requirements stated in the attached ITB. All Technical details and the Financial requirements should be completed as per the annexes 2, as well as 4, 5, 6 and 7.
• Queries are welcome to be received exclusively through the United Nations Global Marketplace (UNGM) correspondence before 23 December 2019.
• The Financial offer should be submitted in the attached excel bidding sheet format and in PDF form as well.

DELIVERY:

• For the first 5 Mobile Clinics, delivery should be within 4 weeks.

EVALUATION OF OFFERS:

• Evaluation will be done on basis of: the lowest offer meeting all the required specifications.

EXCLUSION CRITERIA

• Offers that are received after the specified deadline will not be considered.
• Offers that are not providing the requested brands, model year and that are not fully matching the requested specifications and delivery, will not be considered.
• Offers that are not placed in the excel sheet format, supported with details and photos, and responding to all required details, may not be considered.
• Offers that are not confirming CE certification of equipment supported by certification, will not be considered.
• Offers that are submitted by a third party that is not part of the production will be excluded.
• Offers that are missing the below, will not be considered:
  • Company registration
  • A minimum of 2 years experience with producing similar products

In case of award, the suppliers should provide:

• Certificate of Origin.
• Shipping documents, Packing list and invoice.
