    The European Training Foundation (ETF) is an agency of the European Union (EU) based in Turin (Italy), which helps 29 partner countries – future EU Member States, South Eastern Europe, Eastern Europe and Central Asia, and Mediterranean countries – to harness the potential of their human capital through the reform of education, training and labour market systems in the context of the EU’s external relations policy. The ETF’s vision is to make vocational education and training in the partner countries a driver for lifelong learning and sustainable development, with a special focus on competitiveness and social cohesion.

    The ETF provides tailored advice to the European Commission and partner countries on how to achieve sustainable reform. This advice embeds human capital and employment policy into the overall economic and social development strategies of the partner countries.

    In the context of its communication policy, the ETF disseminates information on its activities to various audiences – policy makers in the EU institutions, national governments, and international organisations as well as expert communities, and professionals in the education and training and labour market communities – through various channels, both digital and paper-based.

    The ETF produces videos and animations for disseminating information, capacity building, explaining complex issues and sharing good practice. The ETF works predominantly in English, so the majority of videos are in that language, but Arabic, French, Italian and Russian are also used. Other EU languages, as well as non-EU languages of the ETF’s partner countries, are sometimes used.

    Given the subject of the contract, participation in this call for tender is open to all natural and legal persons that are established (domicile or headquarters respectively) in the EU, Serbia, North Macedonia, Albania, Montenegro, Bosnia and Herzegovina, Iceland, Norway and Liechtenstein and to international organisations.

    To be noted for natural or legal persons that are established (domicile or headquarters respectively) in the United Kingdom: Please be aware that after the UK’s withdrawal from the EU, the rules of access to EU procurement procedures of economic operators established in third countries will apply to candidates or tenderers from the UK depending on the outcome of the negotiations. In case such access is not provided by legal provisions in force, candidates or tenderers from the UK could be rejected from the procurement procedure.

    Objective and expected results of the service

    This call for tender is launched with a view to concluding a framework contract for video production services to meet the ETF’s need over the next four years for audio-visual content produced to a professional standard that helps to convey the ETF’s core messages to different audiences. This includes the production of short documentaries on ETF activities, explanatory animations, interviews and reports from ETF events. This represents approximately 2000 working days, including video recording, editing, travel and project management.

    The services will be requested for assignments in and around Turin and assignments in EU Member States and ETF partner countries.

    Minimum requirements

    Videographers are expected to produce finished video products according to ETF requirements. This includes:

    • writing scripts or storyboards,
    • directing interviews
    • preparing animations
    • adding music and/subtitles as necessary
    • recording and editing video and sound.

    According to the needs of the assignment, videographers may be assisted by technicians (sound, lighting, additional cameras). The contractor should own, or have access to, and be able to operate professional recording and editing equipment and software required to complete assignments.

    Other requirements

    In addition, audio content such as interviews, presentations or excerpts from conferences or other events may be requested for use in podcasts or other audio material.
