Item Description:
The Global Fund to Fight AIDS, Tuberculosis and Malaria (“the Global Fund”) was established in January 2002 as a financial instrument, complementary to existing programs addressing HIV/AIDS, tuberculosis and malaria. It is a 21st century organisation designed to accelerate the end of AIDS, tuberculosis and malaria as epidemics. As partnership between government, civil society, the private sector, and people affected by the disease, the Global Fund mobilizes and invests nearly USD 4 billion a year to support programs run by local experts in more than 110 countries. The Global Fund operates with three core principles: partnership, country ownership and performance-based funding. By challenging barriers and embracing innovative approaches, the Global Fund strives for maximum impact.
Request for Proposal (RFP)
The Global Fund is looking for a service provider to deliver a programmatic and operational performance management improvement project. Robust and efficient performance management is critical to ensure effective delivery of The Global Fund’s strategy as well as optimal outcomes in country. One of the core areas of performance management improvement is the development and operationalization of a comprehensive and singular Results Framework. The Results Framework aims to integrate grant insights into one place. The final deliverable will include enhancement of dashboards and supporting documentation for better grant performance monitoring.
Background
Today, Global Fund business teams must leverage multiple data sources to monitor grant performance and deliver against key performance indicators, known as KPIs, programmatic priorities, Supply operations, and additional enablers.
Building upon the Global Fund’s existing business intelligence tool known as DnA, there is a concrete need to enhance DnA and create an integrated “Key Insight Results Framework” that combines indicators, targets, and performance results from multiple data sources. DnA is innovative and comprehensive solution providing insights and driving actions for grant management data. Part of the “Results Framework” includes updating the existing grant rating methodology to provide insights into the operational elements of grants. Centralizing data in a Results Framework will promote better data usage and accountability through the different grant life cycle stages. The bifurcated approach for the updated grant ratings methodology will promote stronger operational performance assessments of the organization’s Principal Recipients (PRs). The Results Framework project has been divided into Three Phases, all of which will require tailored change management activities and collaboration with multiple internal stakeholders. This RFP is only for Phase 1 activities.
Phase 1 of the project will include the cleaning of historical data, defining visualizations and business requirements for existing information such as KPI and Supply Operations, enhancement of the grant methodology to assess national and operational performance separately, and the creation of a singular Results Framework embedded within DnA. In addition, Phase 1 will include the solidification of scope for Phases 2 and 3.
