Provision of ADB Headquarters Internet Services

The Asian Development Bank (ADB), a multilateral development finance institution headquartered in Manila, Philippines, wishes to receive bids for the Provision of ADB Headquarters Internet Services.

The Contractor shall provide ADB with the most reliable and efficient Services with the deployment of skilled personnel, appropriate tools, equipment, transportation, materials and supervision in accordance with the policies, standards and procedures established by ADB.

3. Bid bulletins will only be shared to bidders who have shared their contact details.

The Instructions to Bidders included in this invitation is available or may be downloaded until 30 April 2020.

This invitation is open to firms who meet the following mandatory minimum requirements specified in the bidding documents, including among others:

1. Have the nationality of eligible country in accordance with ADB Member Countries (see: https://www.adb.org/about/members for the list of ADB Eligible Member Countries). Bidder shall be deemed to have the nationality of a country if the Bidder is a citizen, or is constituted, or incorporated, and operates in conformity with the provisions of the Laws of that country;
2. Not be under a declaration or record of ineligibility for corrupt and/or fraudulent practices issued or kept by ADB in accordance with Sub-Clause 2.3.iii of the Instructions to Bidders;
3. Be an Internet Service Provider for mid-large enterprise enterprises for ten (10) years or more;
4. Be able to deliver a fully managed Internet service to ADB Headquarters. This includes the deployment of a Customer Premise Equipment (CPE), last mile link to ADB meet-me rooms, and all other associated components for the delivery of the Internet service;
5. Have an IP transit network in Manila and must have dedicated capacity and inbound/outbound connectivity via at least two (2) cable landing sites in the Philippines to its upstream providers. Both the cable connections must not go through the same region;
6. Have a local presence in Asia and the Pacific to provide technical support and account management team which can be reached via phone, email and in-person with expected customer standards in accordance with ADB’s Service Level Agreement (SLA) and Support and Maintenance requirements;
7. Commit to assign (i) a Project Manager as Single Point of Contact during the implementation of the project and throughout the duration of the Contract; and (ii) an Account Manager to arrange semi-annual meetings with ADB and share reports on the status and health of the links to ensure the SLA requirements and penalty conditions are being met (as well as credited where applicable).

Bids should be submitted in the ADB e-procurement system in accordance with paragraph 16 of the Instruction to Bidders and should reach ADB electronically not later than 3:00 p.m. (Manila time) on 30 April 2020, attention to: Advisor, OAS and Head, Procurement and Contracts Administration Unit. Late bids will be rejected by ADB.
