Provision of Engineering Design and Construction Services

The Asian Development Bank (ADB), a multilateral development finance institution headquartered in Manila, Philippines, wishes to receive bids for the provision of Engineering Design and Construction Services (hereinafter referred to as the “Services”).

The Services shall cover the deployment of skilled personnel, related tools/equipment, transportation, materials and supervision in accordance with the policies, standards and procedures established by ADB.

Bidding is open to all firms and only bidders meeting the following requirements will be considered:

1. have the nationality of eligible country in accordance with the List of ADB Eligible Member Countries. A Bidder shall be deemed to have the nationality of a country if the Bidder is a citizen, or is constituted, or incorporated, and operates in conformity with the provisions of the Laws of that country for a minimum of ten (10) years;
2. along with its sub-contractors, if any, have not been sanctioned nor be ineligible to enter into transactions with ADB or any other multilateral development bank or institution;
3. have either a local representative office in Manila or an association with a local firm which should be declared through the submission of appropriate evidences;
4. have a sound financial and credit position i.e. positive net worth;
5. along with its sub-contractors, if any, have no pending litigations that represent more than fifty percent (50%) of its net worth;
6. an industry-recognized certification such as ISO 9000, 14001 or similar;
7. have international/national Experience. The Bidder must show proof of demonstrating experience of at least three (3) engineering design projects, leveraging on global centers of expertise technical design with any of the following: a) Experience and expertise with organizations similar to ADB such as Intergovernmental and International Financial & Development Institutions (such World Bank, International Monetary Fund, African Development Bank, European Central Bank); b) Experience and expertise with private sector corporations (from the global top 100); c) Regional experience and expertise (in various ADB member countries) and; d) Local experience and practice (in the Philippines, and Manila);
8. Past performance of services at ADB (if applicable) or on ADB funded projects (if applicable) will be taken into consideration; and
9. Not be under a declaration or record of ineligibility for corrupt and/or fraudulent practices issued or kept by ADB.

Bids should be received before the deadline indicated in the sourcing event.

ADB reserves the right to accept any application, and to annul the bidding process and reject all bids at any time, without thereby incurring any liability to the affected Bidder or Bidders or any obligation to inform the affected Bidder or Bidders of the grounds for ADB’s action. This Invitation to Bid does not entail any commitment on the part of ADB either financial or otherwise. Any cost in the preparation of bid shall be borne exclusively by the Bidder.
