Provision of Consulting Services to Support the Brazilian telecommunications regulator ANATEL in the adaptation of the concession regime to the authorization regime

The International Telecommunication Union (ITU) is a specialized agency of the United Nations (UN) that is responsible for issues that concern information and communication technologies. It is the oldest among all the 15 specialised agencies of UN.

Request for Proposal

The Brazilian telecommunications regulator, ANATEL, requires consultancy services to support the process of adaptation of the concession regime to the authorization regime.

The main objectives of this project are:

1. identify and inventory concessions reversible assets;
2. raise the compliance of current cost models under ANATEL administration, and;
3. calculate the economic value of adaptation of companies under the current concession regime, according to guidelines defined within the Law n⁰ 13.879/2019 and the methodology defined by the regulatory authority.

Within this framework, the purpose of this Solicitation is the appointment of a qualified company for the provision of the Services described in Part IV to the Solicitation Document (hereinafter the ‘’Services’’).
