Consultancy Services For Comparative Transport Cost Study For The Central And Dar Es Salaam Corridors

REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES FIRMS SELECTION)

1. The Government of the United Republic ofTanzania received financing from the World Bank towards the cost of the Southern AfricaTrade and Transport Facilitation Project (SATTFP) and intends to apply part of the proceeds for Consulting Services.

2. The Consulting services (“the Services”) includethe following:
(i) Measure the current performance in terms of the total logistic costs of freight movement along Central and Dar es salaamcorridors;
(ii) Conduct an analytical study to qualify totallogistic costs throughout the entire logistics chain along both corridors;
(iii) Develop a structured methodology to qualify total logisticcosts along the two corridors and all countries that use them as key trade link;
(iv) Compile and analyze data on intra-regional trade freightvolumes and logistic costs;
(v) Provide a comparison of the costs and freightrates in relation to the Northern Corridor and other similar trading corridors;
(vi) Propose a set of prioritized policy, institutional, financialand investment measures;
(vii) Define baseline costs for purpose of monitoring changes;and
(viii) Produce spatial maps of the corridors including all memberstates with all infrastructures.
Theestimated duration of the assignment is eleven (11) months.

3. The Tanzania National Roads Agency (TANROADS), an Agency of the Ministry ofWorks, Transport and Communication now invites eligible consulting firms (“Consultants”) toindicate their interest in providing the Services. Interested Consultants should provide informationdemonstrating that they havethe required qualifications and relevantexperience to perform the Services. The shortlisting criteria are: Eligibility, Experience on Similar Assignments in the Last Ten (10)Years, Experience in similar conditions and Availability of appropriate skills among staff related to the assignment.

4. The attention of interested Consultants is drawnto paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers,January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict ofinterest.

5. Consultants may associate with other firms inthe form of a Joint Venture or a sub-consultancy to enhance their qualifications.

6. A Consultant will be selected in accordance withthe Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
