Procurement of 70,000 MT of Wheat Grain (Modified ICB/FSCD/PSNP/GR-03/16)

The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the InternationalDevelopment Association (IDA) and other donor partners toward the cost of the Productive Safety Net Program 4 (PSNP 4) and intends to apply part of the proceeds to payments underthe contract for the procurement of 70,000 MT of wheat grain.
The Food Security Coordination Directorate ofthe Rural Job Opportunity Creation and Food Security Sector (RJCOFSS) now invites eligiblebidders for the supply of 70,000 MT wheat grain in two lots.
Bidding will be conducted through theModified International CompetitiveBidding (ICB) procedures specifiedin the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits January 2011, Revised July 2014 and is open to all bidders from Eligible Source Countriesas defined inthe Guidelines. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the addressgiven below from 8:30 AM to 5:30 PM local time during official workingdays.
Qualification requirements include:
a. Financial capacity
1. The biddermust demonstrate that its average annual turnover over the last 3 years is $15 Million for one Lot and $ 30 Million for bothlots.
2. The bidder must demonstrate access to, or availability of,financial resources such as liquid assets and lines of credit (with a letter of commitment from a reputed Bank acceptable to thepurchaser) as evidence, other than any contractual advance payments tomeet the cash flow requirement of US$5,000,000 per lot, and US$10,000,000 in case the bidder wishes to bid for the70,000 MT.
3. The bidderwill also have to submit audited balance sheets and income statements or, if not required by the law of the bidder’s country, otherfinancial statements acceptable to the purchaser, for the last three years to demonstrate that Bidder’s net worth calculated as thedifference between total assets and total liabilities is positive in each of the three years.
b. Average AnnualSupply
Submission of acceptable evidence to the Purchaser that demonstrates the supplier’s Minimum average annual supply of 35,000MT of cereals over the last three years (wheat, maize and rice) per lot and an average annual supply of 70,000 MTover the last three years if the bidder wishes to bid for both lots.
c. SimilarExperience
The suppliers shall furnish documentary evidence to demonstrate that it meets specific experience under supply of wheat grain contracts, at least 1contract within the last 3 years, each with aquantity of at leastsupplying 35,000MT of wheat grain per lot or at least 2 contracts within the last 3 years each with a quantity of at least 35,000MT of wheat grains for both lots, that have been successfully and substantially completed.

Bids must bedelivered to the address below at or before 15 December 2016 at 10:00 AM Ethiopiantime. Electronic bidding will not be permitted. Late bids will berejected. Bids will be opened in thepresence of the bidders’ representatives whochoose to attend in person at the address below on 15 December 2016 at 10:30 AM Ethiopiantime. All bids must be accompanied by a Bid Security valued at $ 240,000 in a freely convertible currency. The bid security should be in the name of Ministry of Agriculture, Food Security Coordination Directorate.
