Item Description:
The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.
The WHO Secretariat consists of some 7,900 staff at the Organization’s headquarters in Geneva, in the six regional offices and in countries. The Secretariat is headed by the Director-General, who is appointed by the WHA on the nomination of the Executive Board. The head of each regional office is a Regional Director. Regional directors are appointed by the Executive Board in agreement with the relevant regional committee.
Objective of the RFP
The purpose of this Request for Proposal(RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out the following work: for a period of three years, hosting, maintenance and support of the software on vaccine safety that continue to be used by WHO headquarters, WHO Regional and Country offices and Member States.
WHO may during a certain period procure certain services from the selected providers at prices which will remain fixed for the duration of the LTA or framework/umbrella agreement (two years, renewable once for an additional period of one year, at WHO’s discretion). Specific services will be provided under separate Agreements for Performance of Work (APWs), issued by WHO on a case by case basis (each of which will reference the terms of the LTA or framework/umbrella agreement). The LTA or framework/umbrella agreement will not constitute an obligation on the part of WHO to request any services from the selected providers. Services will be requested on an as needed basis, as determined by WHO. There will be no guarantee of any minimum volume of services and WHO retains the right to enter into multiple LTA’s or framework/umbrella agreements, and/or to engage similar services from other sources.
WHO is an Organization that is dependent on the budgetary and extra-budgetary contributions it receives for the implementation of its activities. Bidders are, therefore, requested to propose the best and most cost-effective solution to meet WHO requirements, while ensuring a high level of service.
