Invitation to tender for Learning and Development services for general skills development for staff of the EU institutions, bodies and agencies

Item Description:

The European Commission, DG Human Resources and Security (HR) is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract(s) and tender specifications with their respective annexes. All documents are available in the attached ZIP File.

Subject of this call for tenders

The subject of this call for tenders is the acquisition of Learning and Development services for general skills development for staff of the EU institutions, bodies and agencies.

This also includes services of design, development, delivery and project management for the Certification Training Programme, described in annex 7.2, as well as for newcomers training. The three lots will be used for certification and newcomers training, according to the topics of the learning services to be developed, designed and/or delivered.

For the three lots, the term ‘general skills’ excludes the following, in particular:

• specialist technical skills or those specific to given professional sectors;
• skills specific to persons holding managerial positions;
• language or IT skills;
• basic abstract, verbal or numerical reasoning skills (e.g. those required for participation in computer-based recruitment or selection tests) and
• knowledge of the operating procedures and practices specific to each institution.

Coaching services as defined by the International Coaching Federation (https://coachfederation.org/about) are also excluded from the scope of this call for tenders.

One-to-one sessions aimed at developing the general skills of participants are however included.

This call for tenders is divided into 3 lots:

• Lot 1: Personal and interpersonal effectiveness;
• Lot 2: Innovation in working practices and connecting with broader environment;
• Lot 3: Improving and strengthening resilience

Tenders may be submitted for all lots. Each lot will be assessed independently of any other lot. Tenders which cover only part of one lot or are declared as being conditional on the award of any other lots are not permitted.
