The Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”) now invites proposals for Consultancy to Support the Global Fund’s 2021-2023 Executive Director and Inspector General Performance Assessments.
Introduction
The Global Fund Board undertakes an annual performance assessment of its two direct reports: the Executive Director (“ED”) and the Inspector General (“IG”).
The Board Chair and Vice-Chair (together “the Board Leadership”) ensure that the performance of the Executive Director and the Inspector General is assessed each year. For the Inspector General, the assessment is also supported by the Chair and Vice-Chair of the Audit and Finance Committee (together “the AFC Leadership”).
Background
The performance assessment is defined by the Board. The approach is defined in a Board-approved Guideline, attached.
The framework assesses performance around two key elements, each worth 50% of the assessment:
1. Leadership Behaviors through peer and self-assessment of the direct report’s competency in the role (based on their Terms of Reference) using a 3600 online survey (questions exist and are used for comparison year-on- year). The survey assesses the direct report’s performance and competencies in the following five key leadership behavior areas:
- Strategic Focus;
- Engagement Planning and Execution;
- Communicating Results;
- Interpersonal Leadership;
- Personal Effectiveness.
The results of the survey are validated and explored further through one-to- one calibration interviews.
2. Key Performance Indicators through the review of achievements against key performance indicators (KPIs).
Scope/ Objective
The purpose of the annual performance assessment is to ensure accountability, promote personal development, and to provide recognition of achievement.
The Global Fund is seeking a service provider to perform the annual assessments as follows:
- Initial one-year assignment for assessment period 2020.
- Possibility of renewal for assessment periods 2021-2022 based on satisfactory performance and cost effectiveness.
The 2020 assessment will be conducted for the Executive Director only.
2021-2022 assessments will be conducted for the Executive Director and Inspector General. Please kindly include a cost breakdown accordingly.
The assessment modality may be revised in 2021 for assessment periods 2021 and beyond.
