The European Bank for Reconstruction and Development (the “EBRD”) is an international financial institution. The EBRD was established by treaty in 1990 to foster the transition towards open market oriented economies and to promote private and entrepreneurial initiatives in Central and Eastern Europe, the Baltic States and the Commonwealth of Independent States that are committed to and applying the principles of multiparty democracy, pluralism and market economics.

Over time EBRD’s regions of operations have expanded to include new countries such as Mongolia, Turkey, Jordan, Tunisia, Morocco, Egypt, Kosovo, Cyprus, Greece and Lebanon. Furthermore, while the EBRD remains as committed to fulfilling its original mandate as ever, its understanding of what the transition to market economics actually entails has evolved in the light of recent history. General Procurement Notice

Izmir Metropolitan Municipality (IMM) (“the Employer”) intends using the proceeds of a loan from the European Bank for Reconstruction and Development (“the Bank”) for the project of Izmir Light Rail System – Ucyol – Buca (Izmir Metro project III). The project will consist of civil works for extension of metro line by 13.5 kilometers from Ucyol to Buca districts, construction of 11 underground stations, depot area and workshop building and 6 kilometers connection tunnel between main line and depot area. The contract will include excavation works, concrete works, and electromechanical installations.

The proposed project, which has a total estimated cost of EUR 754.5 million equivalent, will require the procurement of the following components:

1. Civil works for metro line extension by 13.5 kilometres with contruction of 11 underground stations, depot area and workshop building and 6 kilometers connection tunnel between main line and depot area incl. electromechanical installations
2. Consulting Services for Corporate Development Programme (CDP)
3. Consulting Services for Implementation Support

The procurement process for component no. 1 is planned to be initiated during 1^st Qtr of 2020, component no. 3 by 3^rd Qtr of 2020 and the CDP Consultant (component no. 2) by 1^st Qtr of 2021. Contracts to be financed, in part or in whole, with the proceeds of a loan from the European Bank will be subject to the Bank’s Procurement Policies and Rules and will be open to firms from any country.

The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser’s country.
