    Item Description:

    The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

    Request for Expressions of Interest

    The Government of the United Republic of Tanzania has received funds from African Development Bank (AfDB) towards the cost of implementation of the Multinational: Bagamoyo – Horohoro/Lungalunga-Malindi Road Project Phase I. it is intended that part of the proceeds of the funds will be used to cover eligible payment under the Contract for Consultancy Services for undertaking Feasibility Study, Environmental & Social Impact Assessment, Detailed Engineering Design & Preparation of Tender Documents for Upgrading of Kihansi-Mlimba-Taweta-Madeke-Lupembe-Kibena Regional Road section (223 km) to bitumen standard. The road Project is located in Morogoro and Njombe Regions.

    The services included under this project are:

    • Phase 1: Carrying out Feasibility Study including the Preliminary Design, Cost estimates, Preliminary Environmental & Social Impacts Assessment (ESIA) and Development of Preliminary Resettlement Action Plan (RAP) and survey of Properties to be affected by project.
    • Phase 2: Carrying out Detailed Engineering Design, including Detailed Environmental and Social Impact Assessment (ESIA), Development of Resettlement Action Plan (RAP) and Preparation of Tendering Documents.

    The estimated time for execution and completion of the assignment is 13 calendar-months which involve six (6) calendar-months for Phase 1 and seven (7) calendar-months for Phase 2 from the Contract Effective Date.

    The Tanzania National Roads Agency (TANROADS) an Executive Agency of the Ministry of Works, Transport and Communication now invites eligible Consultants to express their interest in providing the above-mentioned services. Interested Consultants must provide information indicating their qualifications for performing the services. Such information may include brochures, description of assignments of similar nature in the last ten (10) years, experience in similar conditions, availability of appropriate managerial and technical skills among staff related to the assignment, etc. For each project performed, the Consultant shall provide the name and address of the Client, start date and completed dates, name(s) of lead and associate firms. Cited projects with insufficient information will not be considered. Consultants may joint venture to enhance their chances of qualification.

    Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy Frame Work, October, 2015” which is available on the Bank’s website at http://www.afdb.org.

    Interested Consultants may obtain further information at the address below during office hours from 08:00 local time on Mondays to Fridays inclusive except on Public Holidays.
