    Item Description:

    The European Maritime Safety Agency (EMSA) is planning to award the public contract referred to above. The procurement documents consist of this Invitation, the Tender Specifications with its appendix(es), and the draft contract. All documents are available in the enclosed ZIP File.

    Objective

    Provision of integration services for EMSA applications on EMSA’s integration middleware of choice: Enterprise Service Bus and Api Gateway:

    The purpose of this procurement is to establish acquisition and maintenance channels for Provision of integration services for EMSA maritime applications on EMSA’s integration middleware of choice, within in each of the following lots:

    • Lot 1: Enterprise Service Bus integration services – based on RHF and OSB. EMSA currently operates the OSB and expects to migrate to RHF during the contract. OSB Enterprise Service Bus is used to implement integration between internal applications.
    • Lot 2: Axway API Gateway integration services – based on APIGW. APIGW is used to expose APIs outside of EMSA.

    This will enable EMSA to acquire high quality services to support the ICT Sector of EMSA in:

    • Supporting the development, testing, enhancement, maintenance and operations of EMSA integration software and services in line with EMSA technical architecture that will be integrated and/or work together with existent or new Maritime Applications;
    • Performing studies, prototyping, assessments, recommendations and other types of investigations in the different fields and components defined in the EMSA System Landscape present in the General Conditions of the ICT Framework Contract;

    Scope

    EMSA Maritime Applications and Systems implement a rich and increasingly integrated ecosystem of services. During the last years, EMSA has improved the integration by setting up best practices and using standard COTS middleware. Integration capabilities have been achieved mainly using 2 different integration platforms: OSB, to be replaced by RHF, for internal Maritime Application integrations and APIGW, for external API exposure.

    As such, in the scope of both lots, the future contractor(s) will be requested to provide the following types of services:

    • Design, implementation, test and deployment of new integration services;
    • Prototype integration solutions with new technologies;
    • Implementation of integration platform monitoring;
    • Enhancement of deployment and operations;
    • Troubleshooting and investigation of integration services;
    • Second line incident management of the production integration platform;
    • Preparing SLA reports of the integration platform
    • Deployment of new versions of integration platforms
