Redesign and Construction Supervision Services for Tertiary Mains to Zone 7 and 8

The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

The Government of the Kingdom of Lesotho has received financing from the African Development Bank and the Global Environment Facility-Least Developed Countries Fund (GEF LCDF) toward the cost of the Lesotho Lowlands Rural Water Supply and Sanitation Project (LLRWSSP) implemented through the Ministry of Water, and intends to apply part of the agreed amount for this loan to payments under the contract for the Redesign and Construction Supervision Services for Tertiary Mains to Zones 7 and 8.

The consulting services (“the Services”) include: (a) reviewing and updating of the designs for Tertiary Mains to Zones 7 and 8 of the Lowlands Rural Water Supply Project previously prepared by the MDJV consultants under IDA funding and incorporate the Client’s concerns emanating from the first aborted bidding process, prepare revised bidding documents and participate in the evaluation of construction bids; and (b) carrying out the supervision of construction works tendered out by the Client from the point of appointment of contractors to completion including post construction monitoring. The assignment is planned for a duration of nine (9) months.

The Ministry of Water now invites eligible consulting firms to indicate their interest in providing those Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (a) firm’s relevance to the assignment (core business); (b) number of years in business; (c) relevant experience; (d) dealing with similar project authorities; and (e) regional and local experience.

Eligibility criteria, establishment of the short-list and the selection procedure of Quality and Cost Based Selection (QCBS) shall be in accordance with the African Development Bank’s Procurement Framework, which is available on the Bank’s website at http://www.afdb.org.
