    Request for Proposals 009ra/2016-Re-advertisement

    International Institutional Consultancy – Final Evaluation of project Justice for Every Child

    UNICEF Bosnia and Herzegovina, with the support of the Swiss Embassy and the Swedish International Cooperation Development Agency (Sida), has been implementing the Project Justice for Every Child since December 2013. The purpose of the evaluation is to assess progress made against planned objectives, identify lessons learned, and make strategic recommendations for future decision-making in the area of justice for children, both for UNICEF and local stakeholders.

    Required expertise / Criteria for the selection:

    The evaluation will be conducted by a team of two evaluators, one international evaluator who will be the leader of the team and one being a national evaluator. UNICEF shall approve the members of the team upon receipt of individual CVs, references, and work samples.

    The international evaluation leader is required to possess following competencies:

    Advanced university degree in law or social science (certificates in evaluation studies is an asset);
    Extensive experience in designing and conducting evaluations and surveys, quantitative and qualitative analysis and data analysis (minimum of 6 years);
    Excellent knowledge of monitoring and evaluation methodologies; sound judgment and ability to objectively evaluate programmes in terms of processes, as well as results achieved (evidenced through previously conducted evaluations and references);
    Experience in conducting evaluations related to child friendly justice or child protection;
    Proven knowledge on child rights, human rights, gender equality and social inclusion;
    Very good written and spoken English required if the team leader is an international expert, while excellent written and spoken Bosnian/Croatian/Serbian and English is required if the team leader is a national expert;
    Excellent communication and presentation skills;
    Excellent skills in working with people and organising team work;
    Excellent analytical report writing skills;
    Excellent conceptual skills;
    Ability to keep with strict deadlines;
    Knowledge of the country context related to justice system is an asset;
    Familiarity with UNICEF’s mission and mandate is an asset.
    The national member of the evaluation team is required to possess the following competencies:

    Advanced university degree in law or social science;
    Minimum 3 years of expertise in the area of evaluation and experience in programmes related to justice and child protection;
    Proven knowledge on child rights, human rights, gender equality and social inclusion;
    Proven knowledge of the justice system and child protection system in Bosnia and Herzegovina;
    Demonstrated ability to prepare interview/focus groups protocols and other evaluation instruments;
    Excellent communication and presentation skills in English for international team members; excellent communication and presentation skills in Bosnian/Croatian/Serbian and English for national team members;
    Excellent analytical and report writing skills;
    Familiarity with UNICEF’s mission and mandate is an asset.
    The consultants must not have any relation to the programme, or UNICEF, or would personally benefit from the result of the evaluation.

    Potential contractors should submit bidding documentation consisting of:

    A) Technical proposal:

    1. Cover letter confirming understanding of the Terms of Reference and readiness to employ resources to support the achievement of outlined objectives and deliverables

    2. Detailed proposal with methodology clearly explained

    3. CVs of evaluation team members to be directly responsible for this assignment (please indicate clearly who is the evaluation leader)

    4. Description of previously implemented similar activities and list of references

    5. Supplier profile form

    6. Copies of registration documents as required by applicable law. Potential bidder must me legally registered to perform type of work required by this Request for Proposal.

    7. CD comprising the technical offer ONLY

    B) Financial proposal:

    LFRP 009-2016-9129090 Form is to be filled out and submitted together with detailed budget proposal with short narrative explanation.

    Documentation should be submitted in English language. The proposals must be mailed to UNICEF address: Zmaja od Bosne bb, UN HOUSE, 71 000 Sarajevo, Bosnia and Herzegovina and delivered in two separate sealed and marked envelopes (one envelope for technical proposal printed out and saved on CD and the other for LFRQ form and detailed itemised financial proposal printed out) by 6 January 2017 at 17:00 hrs with the remark: Proposal for RFP 009ra/2016 Re-advertisement for the Institutional Consultancy – Final Evaluation of project Justice for Every Child.

    Important:

    Please note that the technical offer (print out and CD) should not have any data on the budget, i.e. financial aspect of the offer (this should be exclusively stated in the financial offer envelope only).Contact details of the company should be printed on both envelopes. In case CD or Technical part of offer contains budget, offer is invalidated.

    All bidders are invited for the public opening of the bids.The public opening will be held on 10 January 2017 at 12:00 hrs in UNICEF premises, Zmaja od Bosne bb, Sarajevo (UN House building).

    In accordance with UNICEF Rules and Regulations the award and the reasons for making the award are UNICEF’s internal decision and information about other bidders or their bids must not be divulged.

    The invitation for submission of proposals does not obligate signing of the contract with bidders, nor does it assume the obligation to pay the costs of preparing the bids. UNICEF accepts no responsibility for undelivered proposals, and will not accept proposals after the closing date and time.
