Item Description:
The European Union, represented by the European Union Office in Kosovo (‘the lead contracting authority’), referred to below as the contracting authority, is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract(s) and tender specifications with their respective annexes. All documents are available in the attached ZIP File.
The contracting authority intends to conclude a framework service contract for the provision of security services, in accordance with the specifications set out in the procurement documents.
Subject of the Contract
The Contractor shall provide the human and material resources necessary to ensure the security of persons and assets under the contracting authority’s responsibility. The main services to be provided may include, among others, the provision of security guards, ‘active’ GPS/GPRS tracking systems, alarm systems and CCTV systems.
The main services, among others, to be provided are:
- control visitor access to buildings occupied by the EU staff, including offices and annexes, the Residence of the Head of Office and if requested the accommodation of expatriate staff;
- clearance of all bags, inspection of mail, deliveries and packages before they are taken into the premises;
- keep these buildings under general surveillance so as to prevent any intrusion or attack on persons or property;
- establish regular links between the sites under surveillance through regular patrols by a mobile patrol and periodic radio checks between the central office and the various sites;
- follow up of alarms and assistance to persons in danger by means of a mobile patrol;
- establish and maintain alarms and/or security equipment including CCTV in the accommodation of expatriate staff (‘panic buttons’) and the EU Office premises.
