Provision of Project Manager Consultancy

Item Description:

The International Fund for Agricultural Development (IFAD), a specialized agency of the United Nations based in Rome, Italy, hereby solicits your best Proposal for Provision of Project Manager Consultancy.

The objective of this bidding exercise is to identify a consultant who will be the Project Manager, responsible for planning, organizing, and directing the completion of the End-to-End Project Procurement system while ensuring that the project is on track and within the allocated budget and within scope. IFAD has approved the development of an end-to-end Project Procurement system that will allow IFAD and its projects to achieve end-to-end visibility of procurement processes. This will allow IFAD and its projects to track and record key stages of procurement activities, and ensure they are executed efficiently in a fair and transparent manner.

The system will be composed of 4 modules that will cover the entire procurement cycle for IFAD projects, from

1. procurement planning to
2. the Prior Review (No Objections) workflow
3. complaints module to handle procurement related complaints
4. a contract management system (already in place) which will need to be fully integrated to the other modules.

Phase one of the project is due to start in Q4 of 2021 and run into 2022, and will include the development of modules 1 and 2 while Phase 2 of the project will include the development of modules 3 and 4 that will take place in 2022.
