Rehabilitation and upgrade of the district heating (DH) infrastructure in Kyzylorda (Kyzylorda District Heating).

GENERAL PROCUREMENT NOTICE

This notice is an update to the General Procurement Notice 7735-GPN-45787 for this project, published on the EBRD website on 11 November 2014.

State Communal Enterprise Kyzylordateploelektrotsentr (the “Company”), a municipal heat and electricity provider in the city of Kyzylorda (the “City”), entirely owned by the City Akimat, has applied for a loan from the European Bank for Reconstruction and Development to finance rehabilitation and upgrade of the district heating (DH) infrastructure in Kyzylorda.

The proposed project has a total estimated cost of up to EUR 29.5 million.

The project will require procurement of the following works, goods and services:

Implementation of SCADA system and installation of frequency regulators;
Rehabilitation of DH networks;
Installation of individual heating sub-stations (“IHS”) and internal Domestic Hot Water installations;
Repair of turbo generators;
Procurement of Pipes for heating networks;
Project Implementation Support;
Corporate Development Support.
Tendering for the project is expected to commence in the first quarter of 2016.

Contracts to be financed with the proceeds of a loan from the EBRD will be tendered in accordance with the EBRD’s Procurement Policies and Rules. The proceeds of the EBRD loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Purchaser’s country.
