Construction of Small Capacity (Type 4) Isolation Wards and Biosafety Level 2 (BSL-2) Laboratories in Seven (7) Department of Health (DOH) Hospitals

The Asian Development Bank (ADB) was conceived in the early 1960s as a financial institution that would be Asian in character and foster economic growth and cooperation in one of the poorest regions in the world.

ADB assists its members, and partners, by providing loans, technical assistance, grants, and equity investments to promote social and economic development.

The Government of the Philippines has received financing from the ADB toward the cost of Health System Enhancement to Address and Limit COVID- 19 (HEAL), and it intends to apply part of the proceeds of this financing to payments under the contracts named above. Bidding is open to bidders from all countries under the universal procurement policy of ADB.

The Department of Health (DOH) invites sealed/encrypted bids from bidders for the above-named procurement package involving the new construction of small, 19-bed capacity, negative pressure isolation ward buildings and biosafety level 2 laboratories to be located within existing, obstruction- free premises of seven (7) hospitals of the DOH. Each isolation ward building is expected to be completed within 240 days and the laboratories within 210 days. Designs, specifications and drawings are detailed in Volume 2 of the Bidding Document.

Open Competitive Bidding (National Advertisement) will be conducted in accordance with a hybrid procedure combining ADB’s Single-Stage: One/Two-Envelope bidding procedure and that of the Philippine Bidding Document (PBD) for the Procurement of Infrastructure Projects, as described in the Bidding Document.
