The Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”) invites all potential suppliers (the “Bidders”) to submit proposals for the above-captioned Request for Proposals (RFP).
This RFP is comprised of the following sections and attachments:

Section 3: Proposal Submission
Section 4: Legal Matters
Annex 1: Certificate of Conformance

Introduction
While we do not have plans for large scale restructures or headcount reductions, we are increasing our rigor in workforce planning activities, and expect that some redundancies may occur from time to time. In these circumstances, outplacement services may be offered to staff members. At the discretion of the Global Fund, such services may also be offered in other cases where the employment relationship is ending for any reason.
Background
We are seeking to engage with specialist providers of outplacement services. Outplacement services is the name given to professional, third-party support provided to employees who are exiting the organization (voluntarily or involuntarily) by assisting them transition to new jobs or re-orient themselves in the job market.
We are looking to identify a provider with whom we can develop a more formal relationship to build supplier knowledge of our organization and specific needs.
The attrition and turnover rates at the Global Fund are relatively low and we would anticipate the need for outplacement services will arise, on average, approximately 20-25 cases per year. This number is indicative only.
Scope/ Objective
We are seeking to establish a suite of outplacement services that can be selected modularly, based on employee need. This will result in a tailored solution that will deliver the appropriate level of support to departing staff members, while ensuring the Global Fund is not providing (and paying for) unnecessary services. Solutions may range from basic, short-term support, to comprehensive, longer term interventions.
We are interested in offering staff members departing under certain circumstances with a tailored program based on their particular needs.
We appreciate that career transition can be a stressful time, so as a responsible employer we are keen to ensure staff members are as equipped as possible for a return to the job search market.
