Service Providers on available E-Voucher systems in the market

The International Organization for Migration (IOM) is an intergovernmental humanitarian organization established in 1951 and is committed to the principle that humane and orderly migration benefits both migrants and society.

The International Organization for Migration (IOM) utilizes Cash and Commodity Tracking Services through Electronic Voucher(E-Voucher) System. The system composing of software and hardware is able to provide IOM with a cash management system via a platform that enables IOM to implement beneficiary registration, beneficiaries’ e-voucher management, real-time e-voucher utilization monitoring, vendors’ payments calculations, and analysis, hourly contracted staff attendance monitoring (Cash for Work) and feedback mechanism for cases management.

In addition, the system is also capable of producing customized reports, generating beneficiary cards, and transaction tracking mechanisms. These services provide management of the full life cycle of a specific program or mission to assist migrants, refugees, and IDPs to access their needs, which include winterization items, food, and non-food items, livelihood, and Cash for work, etc. All the beneficiary’s data are entered on the E-Voucher System platform with strict adherence to IOM’s data protection principles.

In view of the above, IOM now requests Information from Service Providers on available E-Voucher systems in the market that can cater to the above features and services.

The Information shall contain the following a.) Company profile including the previous experience in Cash Management System via electronic platform b.) System features and capabilities c.) Scope of services offered including standard rates d.) List of countries covered by the services e.) Standard payment terms

On the basis of this RFI, IOM shall draw up System Technical Specifications and Scope of Services from the gathered information which may be issued later as a Request for Proposals (RFP).

Please also note that IOM does not intend to pay for any information furnished in response to this RFI or will not be responsible for any costs incurred by the vendors related to the response to this RFI or any other activities related to the preparation of information. This call for RFI does not constitute a solicitation.

Please note that this is not an Expression of Interest (EoI), and therefore the outcome of this survey may not necessarily result in an Invitation to Bid or a Request for Proposal.
