The United Nations Economic Commission for Africa (UNECA) was established in 1958 by the United Nations Economic and Social Council to encourage economic cooperation among its member states following a recommendation of the United Nations General Assembly. It is one of five regional commissions. The ECA has 54 member states, corresponding to the 54 member states of the United Nations that lie within the continent of Africa or in oceans nearby the continent.
The UNECA is seeking to appoint a Security/Architectural/Engineering Firm with extensive experience in implementing multi-year, multi-million dollars Physical Security Enhancement Projects to provide design, implementation and project management services with the UN, UN Agencies, NGOs and Private Sectors.
The firm is expected to provide support for a physical security enhancement plan including but not limited to requirement definition, all planning and programming, security and fire safety assessment, architectural and engineering disciplines, cost consultancy, quantity surveying, space planning, schematic and detailed design, construction document preparation, preparation of tender dossier, assist in tender evaluation, review draft contract, assist in contract negotiation with prospective contractors, site supervision and contract administration and close-out.
The Physical Security Consultant’s responsibility encompasses the development of immediate physical security demands to be compatible with the campus master plan projects planned and in play, PACT 1/2/3/ (Personnel Access and Control Technology in operations or that also must be implemented) design of facilities/infrastructure/technology to meet “hardening” requirements that are not abortive when other parallel or future projects are implemented.
The Physical Security Consulting firm is responsible for the development and interpretation of physical security and safety design standards for campus, in line with the United Nations approved Security Risk Assessment, industry best practices and guidelines. The goal is to construct multiple layers of physical security on the UNECA premises, achieve optimum level of compartmentalization and cause delay to the security threat actors. Also, the goal is to attain optimum fire safety standard/public address communication for the occupants of the campus.
The UNECA headquarters is located in Addis Ababa, Ethiopia housed in a premise comprised of 13 hectares of land with a total gross built-up area of 109,102 square meters. It is the 3rd largest UN real estate portfolio next to UNHQ in NY and UNOG in Geneva with over 20 buildings, 1.7 km of perimeter fencing, and a majority of work will be focused on 5 to 10 major buildings.
