Design, Construction, Procurement and Installation, Commissioning, Operation and Maintenance of a 1500 kW PV plant inside the perimeter and close to the thermoelectric power plant of Santo Amaro in Sao Tome and Principe

The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

The GoSTP – Government of São Tome and Principe has received financing from the AfDB – African Development Bank hereinafter called the Bank toward the cost of the Energy Transition and Institutional Support Program (ETISP), and intends to apply part of the proceeds toward payments under the Contract for design, supply, installation and first three years operation and maintenance of the solar plant South of Santo Amaro in Sao Tome and Principe. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

The Ministry of Infrastructure and Natural Resources (MIRN) / Energy Transition and Institutional Support Program (ETISP) now invites sealed Bids from eligible Bidders for design, construction, procurement and installation, commissioning, operation and maintenance of a 1500 kW PV plant inside the perimeter and close to the thermoelectric power plant of Santo Amaro in Sao Tome and Principe. This plant is intended to be in operation until the end of 2022.
