Item Description:
The Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”) invites all potential suppliers (the “Bidders”) to submit proposals for the above-captioned Request for Proposals (RFP).
This RFP is comprised of the following sections and attachments:
- Section 1: Terms of Reference
- Section 2: Proposal Requirements and Evaluation
- Section 3: Proposal Submission
- Section 4: Legal Matters
- Annex 1: Certificate of Conformance
- Annex 2: The Global Fund Terms and Conditions of Purchase of Services (“Terms and Conditions”)
Introduction
To highlight the Global Fund’s role, value proposition and transparency in the fight against AIDS, tuberculosis and malaria, the Global Fund needs to make sensible and smart use of our increasingly rich and complex data and clearly and effectively communicate this.
With this in mind, the Global Fund seeks to establish a partnership with one or more data studios that complements the Web team in the development of data driven communication experiences, to expand and develop the use of data to communicate impact, through data platforms, data graphics and visualizations, and data storytelling.
The goal is to improve public availability of relevant, accurate and validated data that covers all aspects of the Global Fund’s partnership-based business model, which can be explored and discovered in highly accessible and comprehensible formats.
Background and Context
The change in the political, health, and financial climate requires the Global Fund to respond with a robust and agile communications approach. We need to counter doubt with positive evidence. We also need to go beyond facts, embrace the core human values that are at stake, and the strong benefits of investing the world’s money to save lives. We need to build our narrative on dual certainties:
- the amazing progress that has been achieved, and
- the urgency of accelerating to do more and to strengthen communities by ending epidemics.
Our communications approach demands a sharper focus on our essential work and also the potential that can be achieved. We have to stress health security, effectiveness, and value for money. We have to deliver facts with more clarity and accessibility in an open and transparent manner. By demonstrating innovation and efficiency, we can compellingly restate the Global Fund’s position as a highly effective partnership that delivers impact. Beyond that, we must find new ways to show everyone why investing in health is worth it.
Effectively communicating progress and impact through data is a fundamental pillar of this communications approach, which will need to be significantly expanded and developed in 2022 and beyond.
Scope of Work
The selected data studio(s) will develop data driven communication experiences including tools, platform(s), visualizations, and stories, which contextualize, present and disseminate Global Fund financial and programmatic data. Furthermore, recognizing that the Global Fund is not in this alone, the selected data studio(s) will be requested to blend in data from our donors and technical partners to present a more complete picture regarding the state of the fight against HIV, tuberculosis and malaria. The selected data studio(s) will target the Global Fund’s core audiences to stress impact and results and to highlight the Global Fund partnership’s relevance and broader contribution to global health and human development.
Deliverables will include, but are not limited to the following:
a) Maintenance and support of the Data Explorer (on going)
b) Incorporate new data sets into the Data Explorer along with required UI/UX changes (on going)
c) Changes to the Data Explorer visualizations, UI/UX to make the platform more user friendly (on going)
d) Enhancements to the Theme/Page builder (2022/2023)
e) Improve the quality of currently published IATI data (2022)
f) Enrich currently published IATI data to be more complete (2023 -)
g) Incorporate the Data Service Downloads into the Data Explorer (2023)
h) Automate the redaction of documents (PDF, images, MS Office documents) to enable them to be published publicly while respecting the Global Fund’s Privacy Policy.
