    Item Description:

    1. The Royal Government of Cambodia hasreceived financial support from the World Bank, specifically from the Trust Fund for financing the Cambodia Enhancement of PovertyAnalysis Capacity Project and intends to apply part of the proceeds of this grant for services provided under thisassignment.

    2. The main objectives of the project are to strengthen Cambodia’snational statistical system, improve the government’s capacity to produce poverty and inequality level and interpret theindicators, and enhance quality of the collection and production of price data in Cambodia. The project has duration ofapproximately two years,and the implementation agency is the Ministry of Planning (MoP). Members of the Project Implementation Unit(PIU) are comprised of technical and administrative staff from both the General Directorate of Planning (GDP) and NationalInstitute for Statistics (NIS) of MoP.

    3. The EPACP, on behalf of Ministry ofPlanning (MOP) is responsible for procuring consulting services, now invites qualified and experienced international individualconsultants to indicate their interest in carrying out the services as further detail in the Terms of Reference. This isapproximately 7 weeks assignment for an international consultant. The implementation period is from June-September 2017.

    4. Interested consultants shouldprovide their experience and qualification indicating that the Consultant possesses the relevantexperience and qualifications to perform the services as follows:

    a. Advanced university degree in statistics or related fields
    b. Strong background and capacity in designing data entry template by using thesurvey solutions software
    c. Demonstrated experience in developing the data entry template by using the survey solution software for developingcountries, which can be used tablets to collect data
    d. Experience in providing training on the designed data entry template and the use of tablets for the staff of the nationaland provincial offices
    e. Experience in developing software for Cambodia’s statisticalsystem would be an advantage
    f. Proven expertise in various statistical software such as Excel, Stata, etc.
    g. Strong analytical skill with practical experiences
    h. Proven training/workshop facilitation and presentation skills
    i. Proven report writing skills
    j. Possess excellent written and oral communicationskills in English

    5. TheConsultant will be selected based on the method as described in the section V of World Bank’s Guidelines: Selection and Employmentof Consultants by World Bank Borrowers, published in January 2011, which can be found at http://www.worldbank.org.

    6. TheWorld Bank’s policy requires that consultants provide professional, objective, and impartial advice and at all times hold theclient’s interest paramount, without any consideration for future work, and that in providing advice they avoid conflicts withother assignments and their own corporate interests. Consultants shall not be hired for any assignment that would be in conflictwith their prior or currentobligations to other clients, or that may place them in a position ofbeing unable to carry out theassignment in the best interest of the Borrower. Without limitation on the generality of the foregoing, consultants shall not behired under the circumstances set forth in the World Bank’s Guidelines above.

    7. Interested consultants may obtain copies of the detailed Terms of Reference (in English) for the assignment from theaddress/email below during office hours from 7:30 to 11:30 and from 14:00 to 17:30 hours, Monday throughFriday.
