    Item Description:

    1. The Office of Public-Private Partnership (OPPP or Facility Manager) of the Asian Development Bank (ADB) now invites Expressions of Interest from interested consultants to provide consulting services supported by the Asia Pacific Project Preparation Facility (AP3F or the Facility).

    2. The Facility is a multi-donor trust fund that provides additional resources and technical support to the ADB developing member countries (DMC) governments and their public sector agencies for the preparation and structuring of infrastructure projects with private sector participation (including public–private partnership (PPP) modalities), and bring those projects to the global market. The recipients of AP3F support may include central and local governments, government agencies (including sub-sovereign and government-owned entities), and other entities eligible to receive assistance from ADB (DMC Agencies). Projects and developments which do not involve key public sector counterparty will not be supported by AP3F.

    3. Infrastructure projects eligible for AP3F support may involve broad range of modalities from management and operating service contracts, through concession-type design, build, finance, operate and maintain contracts, through partial divestitures, or privatizations (full divestitures) and in the following sectors:

    • Energy infrastructure (such as power stations, transmission and distribution lines, substations);
    • Transport infrastructure (such as ports, airports, railways, roads and bridges);
    • Urban infrastructure (such as water and waste management and other infrastructure); and
    • Social infrastructure (such as healthcare and education).

    4. AP3F is currently supported by Australia, Canada, and Japan (Financing Partners). The Facility commenced its operations in January 20161 and is managed by the ADB Office of Public Private Partnership (Facility Manager). The size of the Facility is approximately $73 million.

    The Facility Manager will enter into an AP3F Framework Agreement for an initial term of two (2) years. The Facility Manager may renew the term of the AP3F Framework Agreement for an additional two years. The Facility Manager will empanel not more than four (4) Framework Consultants under the AP3F Framework Agreement.
