Item Description:
The European Maritime Safety Agency (EMSA) is planning to award the public contract referred to above. The procurement documents consist of this Invitation, the Tender Specifications with its appendix(es), and the draft contract.
Tenderers who wish to submit an offer are requested to submit it electronically via the e-Submission application available from the TED e-Tendering website, in one of the official languages of the European Union, preferable in English (the working language of EMSA), no later than 23/09/2022, before 16:00 hrs (Lisbon time). Tenders submitted in any other way (e.g. e-mail or by letter) will be disregarded.
Objective
To award a Framework Contract (ICT), implemented by Specific Contracts, for the Maintenance and development of the Dynamic Search Aggregator (including code correction, evolutive maintenance, IT Helpdesk and upgrades).
Scope
The following types of services could be contracted (but not limited to) under this Framework Contract (IT):
- Service 1: Helpdesk and Corrective Maintenance;
- Service 2: Software Update with Fixed Scope, using the approach of Requests for Change;
- Service 3: Software Time and Means, to be used for items not fitting in Service 2 such as Studies,
Proofs of Concept or Hackathons, where requirements are not fully established.
The services are to be carried out in relation to the DSA application. Basic information (technical documentation) on system design is available in Appendix TS.01 DSA Technical Design Specification and Appendix TS.02 DSA Interface Control Document. All work performed shall comply with what is defined in Appendix TS.04 Project Delivery Requirements and Appendix TS.05 Working Procedures and Service Requirements, unless adapted terms are agreed with EMSA in the implementation of a Specific Contract.
The technical references correspond to the production version at the time of launching the procurement. The updated set of unedited documents (corresponding to the version of the system in production at the time of signature of the Framework Contract (IT) with the successful Tenderer) shall be made available to the winning Tenderer.
