Item Description:
The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.
The WHO Secretariat consists of some 8,400 staff at the Organization’s headquarters in Geneva, in the six regional offices and in countries. The Secretariat is headed by the Director-General, who is appointed by the WHA on the nomination of the Executive Board. The head of each regional office is a Regional Director. Regional directors are appointed by the Executive Board in agreement with the relevant regional committee.
Request for Proposals (RFP)
The Health Information and Intelligence (HII) unit under the Data, Strategy and Innovation (DSI) group of the WHO Regional Office for the Western Pacific (WHO/WPRO) in collaboration with digital health experts is developing an online training course on digital health, (“Orientation to Digital Health”). It intends to empower individuals from all sectors who engage with digital health from high level leader to general user with the foundational concepts and planning tools necessary to steer and orient digital health stakeholders. The overall goal of this training is to equip participants with essential knowledge necessary to adopt an enterprise-wide planning approach to integrate and scale-up sustainable digital health interventions and strengthen health systems. This will more effectively achieve integrated people-centred health services, universal health coverage and sustainable development goals within their country.
DSI/HII aims to publish this online course at the OpenWHO interactive web-based knowledge sharing platform(https://openwho.org/). Learners should have flexible access to the course at their own time and convenience. Learning materials should also be available to be downloaded for offline use. A draft course objectives and course outlines has been developed by the DSI/HII in collaboration with digital health experts.
DSI/HII is seeking a capable institution which can complete the development of the said on-line training course (“Orientation to Digital Health”) based on the draft course objectives and course outlines
WORK TO BE PERFORMED
- The contractual partner should establish and coordinate a digital health expert group which will contribute to the development of course material.
- The contractual partner should provide guidance and supervision to a production company which will translate the course contents to actual on-line materials. The production company will be selected by the HII/DSI/WPRO/WHO later through a competitive process.
CHARACTERISTICS OF PROVIDER
Mandatory:
- Proven experience in the field of digital health, course development or a related area.
- Previous work with WHO, other international organizations and/or major institutions in the field of digital health ;
Desirable:
- Demonstrated experience in developing high-level training and strategic documents for international agencies and for governments in low- and middle-income countries.
