Electrical Panel Boards Replacement at ADB HQ

The Asian Development Bank (ADB), a multilateral development finance institution headquartered in Manila, Philippines, wishes to receive bids for the Electrical Panel Boards Replacement at ADB HQ which is composed of two (2) Packages namely: Package A – Supply and Delivery of Electrical Panel Board at ADB HQ and Package B – Supply, Delivery, Installation, Testing and Commissioning of Electrical Panel Board at ADB HQ (hereinafter referred to as the “Goods” and “Goods and Services”, respectively).

The “Goods” and “Goods and Services” shall cover the provision of the equipment and deployment of skilled personnel, related tools, transportation, materials and supervision in accordance with the policies, standards and procedures established by ADB.

Bidding is open to all firms and only bidders meeting the following minimum requirements will be considered. The Bidder may bid in any or all of the bid packages.

1. 1. have an independent legal existence as a valid registered company or a joint venture partnership (under joint and several liability) in the Philippines for a minimum of five (5) years in the (i) supply and delivery (if bidding for Package A), and (ii) supply, delivery, installation, testing and commissioning (if bidding for Package B) of Electrical Panel Board;
   2. along with its sub-contractors, if any, have not been sanctioned nor be ineligible to enter into transactions with ADB or any other multilateral development bank or institution;
   3. have a sound financial and credit position i.e. positive net worth for the past two (2) years (e.g. 2020 to 2021). As a minimum, the Bidder’s net worth, calculated as the difference between total assets and total liabilities, should be positive;
   4. along with its sub-contractors, if any, have no pending litigations that represent more than fifty percent (50%) of its net worth; and
   5. past performance of services at ADB (if applicable) or on ADB funded projects (if applicable) will be taken into consideration.

Bids should be received before the deadline indicated in the sourcing event.

ADB reserves the right to accept any application, and to annul the bidding process and reject all bids at any time, without thereby incurring any liability to the affected Bidder or Bidders or any obligation to inform the affected Bidder or Bidders of the grounds for ADB’s action. This Invitation to Bid does not entail any commitment on the part of ADB either financial or otherwise. Any cost in the preparation of bid shall be borne exclusively by the Bidder.
