Item Description:
The European Investment Bank Group (EIB Group) consists of the European Investment Bank (EIB or the Bank) and the European Investment Fund (EIF).
The EIB is the financing institution of the European Union (EU). Created by the Treaty of Rome, its shareholders are the Member States of the EU, and its Board of Governors is composed of the Finance Ministers of these States. The EIB enjoys its own legal personality and financial autonomy within the Community system.
The mission of the EIB is to contribute, by financing sound investment, to the policy objectives of the EU, as laid down in its statutes and in decisions of the European Council.
The EIB contributes towards the integration, balanced development and economic and social cohesion of the Members of the EU. To this end, it raises on the markets substantial volumes of funds that aim at financing capital projects according to the objectives of the EU with the most favourable financial terms. Outside the EU the EIB implements the financial components of agreements concluded under European development aid and cooperation policies.
The EIF is the Group’s specialist provider of risk finance to benefit small and medium- sized enterprises across Europe. Its shareholders are the EIB, the European Commission and a wide range of public and private financial institutions.
The EIF’s central mission is to support Europe’s small and medium-sized businesses (SMEs) by helping them to access finance. The EIF designs and develops venture capital and guarantees instruments which specifically target this market segment. In this role, the EIF fosters EU objectives in support of innovation, research and development, entrepreneurship, growth, and employment. With investments in over 400 funds, the EIF is a leading player in European venture capital due to the scale and the scope of its investments, especially in high-tech and early-stage segments.

Brief description of the required services
The EIB aims to award framework agreements for the provision HR specialised consultancy services concerning the following six lots:
Lot 1 – HR advisory services: to support HR in visioning and strategy exercises covering various HR domains (described in Annex A – Lot 1), to support HR strategy implementation, and provide market analysis on the HR domains in the scope of Lot 1 – i.e. benchmarking with other IFIs/banks, description of best-in-class current practices and recommendations.
Lot 2 – Provision of project, change and process management services related to HR: to support HR in the delivery of HR projects at EIB Group by providing services in 3 domains: project management, change management and business process management. The service providers will be asked to provide services in the 3 above mentioned domains in accordance with standards and best practices applicable to each domain.
Lot 3 – Provision of staff surveys and engagement survey services: to support the EIB Group carry out its comprehensive Staff engagement survey, its IT end user satisfaction survey, and provide assistance across all stages of the project timeline. Additionally, the Service Provider is required to offer the digital technology, tools and consultancy to enable a more flexible and agile framework for carrying out the surveys.
Lot 4 – Provision of job design and evaluation services: entails the services related to provision of job design and evaluation. It’s focussed on the services related to the maintenance and enhancement of the existing job framework and its related grading scheme and methodology. The job design focusses on the description of the accountabilities, but also includes the provision of services to maintain and to enhance the underlying competency framework. Related to the job grading the provider is expected to deliver a stable grading methodology and necessary IT systems.
Lot 5 – Provision of salary benchmark services and Compensation & Benefits consulting services: to deliver services related to salary benchmarks of the Bank’s salaries and other benefits in the European market based upon the existing methodology, as well as the regular review and adaptation of this methodology to the changing business needs. Additionally, the service provider can be asked to deliver ad hoc consulting services in the broad domain of Compensation and Benefits.
Lot 6 – Psychosocial Risk Assessment, Organisational Health and Wellbeing Advisory services: to support the EIB Group carry out a comprehensive stress risk assessment through a survey and provide assistance across all stages of the project timeline. The Service Provider is required to offer the digital technology required to conduct the surveys. In addition, the Service Provider may be requested to provide ad hoc consultancy services in the domain of Organisational Health & Wellbeing.
