The European Commission is an institution of the European Union, responsible for proposing legislation, implementing decisions, upholding the EU treaties and managing the day-to-day business of the EU.

The European Commission, DG for International Partnerships (INTPA), is planning to award the contract resulting from the above procurement procedure. The procurement documents consist of the invitation letter. All documents are available in the attached ZIP File.

Subject of the contract

The Audit framework contract (FWC) will be used to contract auditors for audits or agreed upon procedures. Examples of assignments can be found at ec.europa.eu/international-partnerships/audit-and-control_en.The entities subject to audits or verifications are the beneficiaries of contracts financed by external aid programs managed mainly by DG INTPA, DG NEAR and the FPI. These controls can take place at the premises of the beneficiaries and/or remotely.The FWC will be awarded to several tenderers for a duration of two years, with the possibility of a two year renewal. The FWC will be concluded with a zero amount.The FWC is based on reopening of competition: contractors receive invitations to submit an offer for specific assignments within a short deadline (minimum 14 calendar days). Following an evaluation of the offers, contracts for the specific assignments will be awarded to the most economically advantageous offer. Specific contracts will be global-price contracts.
