The European Border and Coast Guard Agency, hereinafter referred to as “Frontex” or “the contracting authority”, being the contracting authority for this open tender procedure is planning to award the public contract referred above.

In accordance with the new Regulation (EU, Euratom) No 2024/2509 of the European Parliament and of the Council of 23 September 2024 on the financial rules applicable to the general budget of the Union (recast) (hereinafter EU Financial Regulation)1, Regulation No 2018/1046 is repealed and references to the repealed Regulation shall be construed as references to Regulation No 2024/2509.

Description
Establish a multi-layer acquisition solutions for different types of vehicles and the related equipment, consumables and/or maintenance (optional). Frontex aims to establish one framework contract per lot to purchase vehicles for Frontex operational activities. The procedure is divided into four (4) lots: Lot 1 – off road vehicles; Lot 2 – Mid-size Sport Utility Vehicles (SUVs); Lot 3 – Passenger transportation vans; Lot 4 – EV Passenger transportation vans. Frontex will use the vehicles in its operational activities: – for the transport of five fully equipped border guard officers in each vehicle (off-road and SUVs), – to support the Agency’s return activities, including the transportation of returnees from detention centres to airports or other departure points, in line with Article 48 of Regulation (EU) 2019/1896 (passenger transportation vans), – in different climate/regions: from Arctic to Mediterranean (alongside all external EU borders), as follows: i) the off-road vehicles – in rough terrain (i.e., driving on unsurfaced roads or tracks, such as sand, gravel, riverbeds, mud, snow, rocks, and other natural terrain). ii) the SUVs vehicles/passenger transportation vans/EV passenger transportation vans – mainly on paved roads, with the possibility to access for limited period of time unsurfaced roads or tracks, such as sand, gravel, riverbeds, mud, snow, rocks, and other natural terrain. The overall duration of the FWC shall be limited to 4 (four) years.
