Design and Build of Water Treatment System for Cooling Tower Make-up Water Using Sewage Treatment Plant Effluent and Cooling Tower Blowdown

Item Description:

The Asian Development Bank (ADB), a multilateral development finance institution headquartered in Manila, Philippines, wishes to receive bids for the Design and Build of Water Treatment System for Cooling Tower Make-up Water Using Sewage Treatment Plant Effluent and Cooling Tower Blowdown (hereinafter referred to as the “Services”).

The Services shall cover the provision of the equipment and deployment of skilled personnel, related tools, transportation, materials and supervision in accordance with the policies, standards and procedures established by ADB.

Bidding is open to all firms and only bidders meeting the following requirements will be considered:

1. have the nationality of eligible country in accordance with the List of ADB Eligible Member Countries (http://www.adb.org/about/members). The Bidder shall be deemed to have the nationality of a country if the Bidder is a citizen, or is constituted, or incorporated, and operates in conformity with the provisions of the Laws of that country for a minimum of three (3) years with specialization in providing Design and Build of Water or Wastewater Treatment System;
2. have not been sanctioned nor be ineligible to enter into transactions with ADB or any other multilateral development bank or institution;
3. have no pending litigations that represent more than fifty percent (50%) of its net worth;
4. have financial soundness to successfully support the entire contract; and
5. past performance of services at ADB (if applicable) or on ADB funded projects (if applicable) will be taken into consideration.

Bids should be received before the deadline indicated in the sourcing event.

ADB reserves the right to accept any application, and to annul the bidding process and reject all bids at any time, without thereby incurring any liability to the affected Bidder or Bidders or any obligation to inform the affected Bidder or Bidders of the grounds for ADB’s action. This Invitation to Bid does not entail any commitment on the part of ADB either financial or otherwise.

Any cost in the preparation of bid shall be borne exclusively by the Bidder.
