    Item Description:

    The mandate of the Nutrition Programme of the WHO Western Pacific Region is “to assist Member States in preventing and controlling the double burden of malnutrition, including wasting, stunting, low birth weight, micronutrient deficiencies as well as overweight and obesity and diet-related NCDs, by placing emphasis on a life course approach, recognizing the critical importance of optimal infant and young child feeing the first 1000 days of life.”

    Advocacy materials, including printed materials and videos are currently being prepared in addition to training materials on the double burden of malnutrition.

    The work of the Nutrition Programme is guided by the Action Plan to Reduce the Double Burden of Malnutrition in the Western Pacific Region (2015-2020), which brings together nutrition-related actions from global and regional guidance documents to address diet-related diseases and reduce nutritional risk factors.

    The midterm progress review of the Action Plan will be held in May 2017 in Manila, Philippines.

    Purpose/Specific Objective of the Activity

    The main objective is to support the work of the Nutrition programme in the Region, to prepare for the midterm review of the Action Plan to Reduce the Double Burden of Malnutrition and to develop tools for programme implementation.

    Description of activities to be carried out

    Under the supervision of the Technical Lead/NUT, the contractual partner will perform the following functions:

    1. to conduct validation of the country responses for the 2nd Global Nutrition Policy Review (GNPR2);
    2. to prepare a regional summary report of the outcomes of GNPR2 in preparation for the regional consultation on the midterm review of the Action Plan to Reduce the Double Burden of Malnutrition in the Western Pacific Region (2015-2020) scheduled to take place in May 2017; and
    3. to support the development of tools to build capacity and raise awareness for countries to accelerate implementation of the Action Plan to Reduce the Double Burden of Malnutrition, including:
      * to conduct of a review of available e-learning and training tools, and support finalization of a proposed online course on the double burden of malnutrition; and
      * to develop advocacy materials, in specific an advocacy video on restricting the sale and marketing of sugar-sweetened beverages.

    Method(s) to carry out the activity

    Literature review, report writing and script writing for advocacy video

    Description of the tasks/process involved in carrying out the activity

    Using standard WPRO facilities, the consultant will liaise closely with Technical Lead/NUT, regional and country office colleagues through emails, Skype and/or Telephone in performing the terms of reference, and visit countries, as necessary.

    Education

    • Essential:           University degree in a health-related field such as public health or social sciences/social policy
    • Desired:             University degree focusing on food policy and nutrition

    Experience

    • Following evaluation of WHO personal history form or CV,  the successful candidates would be placed in one of the following bands:
      • Band A (entry-level)

    Skills

    • Knowledge of concepts and strategies related to public health nutrition
    • Ability to visualize recommendations and data for advocacy purposes
    • Ability to synthesize knowledge and effectively express ideas in writing
    • Ability to coordinate with external partners, as well as work harmoniously as a member of a team, adapt to diverse education and cultural background and maintain a high standard of personal conduct
    • Computer literacy (Word, Excel, power point etc.)

    Languages

    • Written and spoken fluency in English is essential

    Additional information

    The contract may be renewed after the initial period based on performance and funding situation. The salaries are based on the WHO consultant rates.

    Contracting

    • When a request for services arises, the WHO WPRO manager shall contact the individuals included in the specific area of expertise with ToR, location and dates of the assignment seeking confirmation of availability, as well as other costs such as living allowance, travel cost, etc.
    • Travel: For each assignment WHO shall reimburse cost of travel from the place of domicile of the individual to the place of assignment (most direct economy fare).
