Provision of Security Service for UNDP and UN Agencies

Item Description:

The United Nations (UN) House Compound located in Caicoli, Dili, Timor-Leste serves as the official UN coordination centre/address vis-à-vis the government and local authorities in Timor-Leste.

Protests and demonstrations on various local and international issues connected to the UN or the Government generally culminate in the delivery of petitions to the Resident Coordinator, the United Nations itself ,  or develop into demonstrations at this location. Additionally, important high-level meetings with counterparts, conferences and workshops involving donors and other international organizations, embassies and Non-Government Organizations are regularly held within the UN House.

In addition to the official UN House within Dili, Timor Leste, the UN operates additional office locations both within Dili and throughout the country as a whole. Considering the global threat against the UN by terrorist organizations and the security environment, the UN requires a variety of security services to mitigate against, but not limited to, crime, civil unrest, fire, natural disasters and terrorist activities.

In order to clearly identify both threats and risks and to provide clear mitigation to counter such, the UNDSS SA has completed a formal Security Risk Assessment, endorsed by the UNSMT.

As one of the Security Measures approved, is the use of a qualify minimum one qualified  “Unarmed Private Security Service Company” to  provide the services required.

According to procurement procedures, an initial contract period of one year, with the possibility of extension subject to satisfactory performance and funds availability is required..

Is important to point out, that depending on how the Security environment evolve, the number of guards and other services required by the UN can increase or decrease, by the sole decision of the organization.

Scope of Work/Service

The objective of the service is to provide 24-hour protection to the personnel and assets of the diverse entities of the United Nations that have their  offices located at UN House at Caicoli Street, Dili,. The general scope of services will ensure the implementation of UNDSS/UNDP/UN security procedures, physical security measures, joint security measures, perimeter security, internal security patrols and access control systems. The contract provides the possibility of contractual extension to cover additional UN locations throughout Timor-Leste if necessary in the future.
